Focus IT Systems and Technology Data Lead

The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services. 

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms office in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary

This advanced level position is responsible for leading the oversight of program systems and processes related to the payment of program incentives, strategic planning and overseeing the implementation of system enhancements for Focus on Energy and other federally funded incentive programs. 

This position will guide short and long-term planning and continuous improvement of system infrastructure to enhance operational performance, user experience, data governance and alignment with program policies. This position provides strategic leadership in collaboration with contracted partners and program staff. 

This position will also lead the oversight of contracted partners and their adherence to the established standards, evolving program requirements, and security and compliance provisions in pursuit of a high quality and smooth experience for customers, trade allies, utilities and stakeholders. This position will also define application scope, prepare cost/benefit analysis, present and negotiate application solutions with internal and external stakeholders.

Salary Information

This position is in schedule-range (07-33) with an annual salary of $83,200-$104,000, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified applicants will have experience performing each of the following:

  • Experience managing complex projects or programs that impact multiple stakeholders
  • Experience with change management methodologies

In addition to having all of the above, well qualified applicants will have experience performing each of the following: 

  • Experience leading System Development or Project Management for an online application system
  •  Experience communicating complex and technical information to non-technical audiences
