Salary will be based on Public Health Nursing experience and level of Nursing education.
GENERAL DEFINITION OF WORK
The primary purpose of this position is to manage the Health Department’s Women’s Health Programs. These programs include Maternal Health, Family Planning, Women’s Special Programs such as Breast and Cervical Cancer Control Program (BCCCP) and NC WISEWOMAN.
This Public Health Nurse III position is responsible for planning, implementing, and directing women’s health services provided by a multidisciplinary team, which includes but is not limited to nurses, foreign language interpreters, advanced practice providers, lab, and clerical staff. A high level of nursing skill is required to complete histories, exams, and determine the appropriate action. This employee must stay current and have a working knowledge of family planning and standing orders as well as child health, maternal health, STD, TB, communicable disease, adult health, case management, and immunizations. This position will report to the department’s Director of Nursing.

70% Maternal Health & Family Planning Programs Manager
· Review Maternal Health and Family Planning annual agreement addendums to ensure program policy and procedures are current to meet each program’s goals and deliverables.
· Identify each program’s needs and develop goals.
· Coordinates and manages the maternal health and family planning programs.
· Coordinates health education materials for the maternal health and family planning programs.
· Collaborates with health education for media review of educational materials.
· Monitors health care plan and follow-up for all maternal health and family planning patients.
· Reviews and records all lab results and follow-up as needed for maternal health and family planning patients.
· Provides Sexually Transmitted Disease (STD) services per state guidelines, agreement addendum, policies and procedures, and standing orders.
· Coordinates and schedules referrals of pregnant women.
· Maintains maternal and family planning health records.
· Supervises maternal health and family planning scheduling and follow-up on missed appointments.
· Promotes linkages with other needed health and human services on behalf of the client.
· Collaborates with other agencies in the community regarding issues related to maternal health and family planning.
· Monitor encounters for correct coding and billing for Medicaid and insurance reimbursement.
· Coordinates and arranges for insertions of IUDs through the patient assistance program when available.
· Keep accurate pharmacy and supply inventory for maternal health and family planning programs.
· Inform and consult with the Nursing Supervisor on program operations and pharmacy needs.
· Promotes quality care, use of motivational interviewing, accurate, concise, and complete documentation of services rendered.
· Evaluates program success on an ongoing basis and implements necessary changes when indicated.
· Stays informed of current trends in public health, maternal health, and family planning by attending relevant meetings and trainings, as well as reading relevant professional literature and guidelines.
· Collaborates with the Medical Director, Nursing Supervisors, Advanced Practice Practitioners (APPs), and staff to ensure effective service delivery.
Maternal Health Only
· Provides breastfeeding support and education.
· Collaborates with OB/GYN in client follow-up and scheduling of maternal clients for ultrasound.
· Arranges for the administration of non-stress tests.
· Remains current in understanding non-stress test results.
· Refers high-risk pregnant women to Care Management for High-Risk Pregnancy (CMHRP).
· Provides SIDS Counseling and education for the county upon request.
· Provides counseling and resources related to adoption.
· Coordinates, counsels, and arranges for tubal ligations when funding is available.
20% Special Programs Coordinator
· Serves as Program Coordinator for the department’s Breast and Cervical Cancer Control Program (BCCCP) and NC WISEWOMAN Programs.
· Identify, refer, and navigate eligible women to breast and cervical cancer screening and diagnostic services.
· Facilitate referral process for diagnostic mammograms, ultrasounds, biopsies, or any follow-up treatment for BCCCP patients.
· Contact patients with abnormal mammograms for follow-up services and provide a continuum of care.
· Identify eligible participants for the NC WISE WOMAN program.
· Coordinate services associated with NC WISEWOMAN, which include: heart disease risk factor testing, monitoring of vitals/labs/blood sugars and BMI, behavior support services, and referrals to providers and low-cost medication programs.
· Track patient demographics, mammogram services, referrals, and outcomes in EMR.
· Provide patient education and support.
· Collaborate with and keep all program staff informed of program activities.
5% General Health Department Nursing Duties
· Participates in direct patient care of clients receiving services in the Health Department clinic, including adult health services, child health services, STD services, immunizations, communicable diseases, and tuberculosis control.
· Obtains history and work-up of Adult Health, Maternal Health, Family Planning, and Child Health patients for medical providers.
· Assesses client’s needs in the General Clinic as needed to cover staffing.
· Maintains knowledge of immunizations, physical assessment, TB skin testing and treatment, STD treatments, and communicable disease.
· Provides and documents appropriately the family planning limited history and dispensing of birth control methods.
· Provides pregnancy test counseling and documentation.
· Maintains knowledge of HIV control measures to prevent the spread of HIV within the community.
· Responsible for knowing the clinic inventory requirements and completing requisitions of clinical supplies on hand. Stays abreast of protocols, new methods, and equipment, including borrowing supplies in emergencies from other health agencies.
MARGINAL FUNCTIONS
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
5% Other Duties
· Serves as back-up clinic supervisor by coordinating clinic flow and monitoring patient flow to determine the number of clients that can be serviced.
· Participates in mandated staff meetings.
· Participates in staff interviews and makes recommendations for possible new staff.
· Coordinates and implements women’s health program trainings for all staff and orientation of new employees under this position’s supervision.
· Reviews and signs time sheets for employees supervised by this position for accuracy.
· Provides direct supervision, including probationary and yearly evaluations of health department staff such as Public Health Nurse IIs, Practical Nurses, and foreign language interpreters.
· Counsels employees to resolve minor discipline and other problems. Refers to the Nursing Supervisor and Health Director for serious problems.
· Plans and coordinates learning experiences for students.
· Participates in shelter duty and other activities relating to the Department’s emergency response plan and other disaster relief efforts.
· Services as a team member during outreach projects such as health fairs, vaccine outreach, and disease outbreaks.
· Performs any other duties and responsibilities as directed.
MINIMUM EDUCATION AND EXPERIENCE
· Graduation from an accredited school of professional nursing and one year of professional nursing experience.
· Necessary Special Qualifications – A current license to practice as a Registered Nurse in North Carolina by the N. C. Board of Nursing.
ADDITIONAL TRAINING/EXPERIENCE DESIRED
· Nursing Experience in pediatrics, maternity, family planning, adult health, and communicable disease to include tuberculosis, immunizations, vaccine-preventable diseases, and sexually transmitted diseases.
SPECIAL REQUIREMENTS
· Completion of Principles and Practices of Public Health within one year of employment through the completion of the Credentialed Public Health Nurse course
· Completion of Dispensing by Public Health nurses within one year of employment
· Five years of working experience with pregnant women and their families.
· Certified in basic CPR life support.
· Valid NC driver’s license.
· Reliable means of transportation for work assignments
