Recycling Market Development Job ID 85296

Job Summary

 

This position exists to plan, implement, and develop the State’s Recycling Market Development (RMD) program as required by the Waste Management Act and other applicable state and federal statutes, and to serve as one of MPCA’s statewide technical experts in recycling and the development of markets for recyclable materials. The position also serves as a high-level project manager that integrates work across programs to meet agency strategic goals, especially as it relates to Sustainable Materials Management (SMM) and solid waste policy and planning, increased recycling, and recycling market development. Primary activities include:

  1. Assist private and public entities to develop markets for recyclable materials. 
  2. Project Leader to plan, implement, and develop work in markets for recyclable materials and assist businesses to use recycled feedstock under the Waste Management Act, The Toxic Pollution Prevention Act and other state and federal statutes.
  3. Provide program and state RMD expertise.
  4. Provide technical and business assistance with proposed projects, collect and analyze data, and report strategic program outcomes. 
  5. Administer the Agency activities associated with the Solid Waste System in Minnesota.

 

Qualifications

 

Minimum Qualifications

Two years advanced professional experience planning, implementing, and evaluating work and/or initiatives in the areas of sustainable materials management, solid waste, recycling, and/or a similar field. (A bachelor’s degree in physical sciences, environmental sciences, public health, public policy, or related field can substitute for 1 year of experience) 

AND

Ability or experience in leading project teams, tracking progress and managing toward the achievement of a common goal in a specified timeframe.

Experience in project management and developing and implementing plans, projects, and deliverables effectively.

Excellent communication skills, including the ability to effectively communicate in written and oral communication with different kinds of audiences.

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Demonstrated understanding of business and finance.

Demonstrated experience with or understanding of the technical aspects of recycling and manufacturing.

Demonstrated experience working with RMD programs, principals and systems.

Demonstrated understanding of waste prevention, reuse, recycling and organics management. 

Knowledge of environmental regulatory structures and the Waste Management Act.

Experience with environmental program development and leading multiple high-level projects at once.

Understanding of the concepts of environmental justice and equity, and experience in applying these concepts to program development and implementation.

Education or experience in data analysis sufficient to work with technical staff during the planning processes.

Ability to communicate and collaborate effectively within a team and with entities and stakeholders external to the team.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
