PRETREATMENT INSPECTOR

 

The City of Woonsocket is conducting a search for a Pretreatment Inspector.  Under the direction of the Deputy Superintendent for Enforcement, the Pretreatment Inspector conducts routine operation of the industrial pretreatment program to ensure the safe and effective operation of the wastewater collection and treatment system.  The person in this position must be familiar with collecting samples in accordance with the Code of Federal Regulations, 40 CFR, part 136, and ensuring compliance with all Federal, State and Local pretreatment regulations.  Must conduct all inspections of all industrial users within the Woonsocket Regional Wastewater System adhering to pretreatment regulations.  An Associate’s degree in Chemistry, Biology or related science and two (2) years of experience in industrial pretreatment, is required.  Rhode Island Grade II Operator’s License preferred.

JOB TITLE:                           Pretreatment Inspector

 

DEPARTMENT/DIVISION:  Public Works Department/Wastewater Division

 

PAY GRADE/HOURS:          Grade M71  /  40-hour work week

 

UNION:                                  Local 670, RI Council 94, AFSCME, AFL-CIO

 

POSITION SUMMARY:  Under the direction of the Deputy Superintendent for Enforcement, the Pretreatment Inspector conducts the day-to-day routine of the pretreatment program to ensure the safe and effective operation of the wastewater collection and treatment system, and protect the safety and the health of workers by ensuring compliance with all Federal, State and Local pretreatment regulations, and does related work as required.

 

DUTIES & RESPONSIBILITIES:

  • Inspects and collects samples using established written procedures from all Industrial Users within the Woonsocket Wastewater System.
  • Collects samples from the Collection System within the participating communities.
  • Observes all safety procedures when conducting inspections and collecting samples.
  • Responds to investigate any chemical spills and any report of non-compliance.
  • Replaces Deputy Superintendent for Enforcement in his/her absence.
  • Conducts surveys for new industries.
  • Investigates discharge violations which may include sampling of key locations in the system.
  • Surveillance of industries and assisting other enforcement agencies.
  • Makes reports and keeps records by using the computerized record keeping system.
  • Enters and processes all Pretreatment data on the Division computer utilizing the data base management program.
  • Assists the Deputy Superintendent for enforcement in issuing permits and billing industries.
  • Answers inquiries in person and over the telephone.
  • Obtains quotations and prepare and process billing for the division.
  • Prepares all reports related to Pretreatment.
  • Prepares payrolls, requisitions and claims.
  • Performs any clerical work as required.
  • Performs other duties as required.

 

QUALIFICATIONS:  An Associate’s Degree in Chemistry or Biology or related science, or a high school courses in Chemistry and Biology, and two (2) years of experience in Industrial Pretreatment.  Desirable to possess a Grade II Operator’s License.  Must possess a valid driver’s license.

 

Familiar with collecting industrial samples in accordance to 40CFR part 136 including but not limited to creating legal chain of custody and sample preservation.  Ability to conduct inspections on all industrial users within the Woonsocket Regional Wastewater system to ensure compliance with pretreatment regulations.

 

KNOWLEDGE, SKILLS AND PERSONAL QUALITIES:  Thorough knowledge of USEPA Industrial Pretreatment regulations, and usage and maintenance of pretreatment equipment.  Ability to communicate effectively and courteously with the general public in person and on the phone.  Possesses good reporting and record keeping abilities.  Thorough knowledge or ability to train on computer programs such as Microsoft Office.  Complete knowledge of bookkeeping, office practices and general knowledge of the organization as well as general operations of city government.
