Hybrid Telework Opportunity

The Associate Personnel Analyst (APA) independently performs the more varied and complex analytical work in the Classification and Pay Unit (C&P) within Human Resources Services (HRS). The incumbent is responsible for providing consultation and guidance to managers and supervisors regarding the Departments Request for Personnel Action (RPA) and may serve as HRS management liaison between the Department of Health Care Access and Information (HCAI) and various control agencies.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Associate Personnel Analyst:

  • 3 years experience and/or education in the areas of Personnel, Selections, and/or Classification and Pay.
  • 3 years experience working with control agencies: State Personnel Board, California Department of Human Resources, State Controller's Office, California Public Employees' Retirement System.
  • 3 years experience with classification and pay issues including, classification studies, salary compaction, reorganizations or merit issue complaints.
  • 3 years experience analyzing, interpreting, and applying civil service laws, rules and regulations.
  • 3 years experience providing consultation experience services to various levels of management.
  • 3 years experience with personnel analyses and reports.
  • Excellent writing, spelling, grammar, and organization skills.
  • Ability to communicate tactfully and effectively and work cooperatively with others.
  • Experience using personal computers, including Windows and Microsoft Office Suite to include Word, Excel, and Power Point.
  • Must be dependable, punctual, and possess good attendance habits.
  • Experience handling multiple priorities and competing deadlines.
  • Sound judgment and discretion in communicating with management staff, support staff, and the public.

Staff Services Analyst:

Do you have the following education or experience?

Staff Services Analyst

Candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.

Equivalent to completion of the 12th grade; and

Four years of experience performing analytical, technical, clerical, and/or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis.

Associate Governmental Program Analyst/Associate Personnel Analyst 

Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other pattern to meet the total experience requirements, provided that the combined qualifying experience totals at least 30 months. Education may not be used to reduce this 30-month limit.

Either I

In the California state service, one year of experience performing the duties of a Staff Services Analyst (Range C). (Persons applying experience toward this pattern must have had a full-time assignment in California state service performing technical personnel work.)

Or II

Experience: Either

1. Three years of progressively responsible experience in technical personnel work, at least one year of which shall have been with independent responsibility for analyzing and recommending decisions on difficult personnel problems; or

2. Three years of progressively responsible technical experience administrative or budget analysis, socioeconomic research or some other field which has developed a broad and comprehensive knowledge of personnel management.

(One year of graduate work in public or business administration, personnel industrial relations, psychology, law, political science or a related field may be substituted for six months of the required experience in Pattern II. Experience in California state service applied toward this pattern must include one year of experience performing duties comparable in level of responsibility to those of a Staff Services Analyst. Range C.)

and

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for a maximum of four years of the required education on a year-for-year basis.)

(In appraising experience, more weight will be given to the breadth of pertinent experience, and to evidence of the candidate's ability to accept and fulfill increasing responsibilities in personnel work than to the length of his/her experience.)
