Liaison for Air Monitoring Organizations

The Monitoring and Laboratory Division is recruiting for a self-motivated and enthusiastic Air Pollution Specialist) in the Quality Management Section, which is responsible for ensuring CARB meets its federally-mandated Primary Quality Assurance Organization (PQAO) responsibilities. The PQAO is responsible for the quality management activities that support California’s ambient air monitoring programs. 

The APS will provide quality assurance oversight and guidance for the PQAO monitoring organizations to ensure the ambient air monitoring data collected throughout California complies with quality management practices, procedures, and regulations set forth by the U.S. Environmental Protection Agency (U.S. EPA). The data collected are used to assess exposure to the residents of California and support CARB's attainment and regulatory decisions. The APS will coordinate with PQAO monitoring organizations to provide overall training, support, organization, and communication for all quality assurance activities and serve as liaison for the PQAO monitoring organizations. The APS will review and inspect air monitoring programs for compliance with the collection, analysis, validation, and reporting of ambient air monitoring data; identify and resolve problems; assist with developing and managing a comprehensive air monitoring training program; review and analyze quality assurance/quality control data; and assist with conducting technical systems audits.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

  • Standard office environment (artificial lighting, controlled temperature, etc.).  
  • Daily use of a personal computer, office equipment, and/or telephone.
