The State Water Resources Control Board’s Division of Water Rights (Division) has an exciting opportunity for an Associate Governmental Program Analyst in the Reporting and Quality Assurance (RQA) Unit. This unit plays a pivotal role in supporting the UPWARD (Updating Water Rights Data) Modernization project, working closely with the UPWARD team to transition from legacy systems like the Electronic Water Rights Information Management System (eWRIMS) and Report Management System (RMS) to the innovative California Water Accounting, Tracking, and Reporting System (CalWATRS). This effort is transforming how water rights data is collected, maintained, and analyzed, offering a unique opportunity to contribute to a forward-thinking initiative that is shaping the future of water rights management in California.
The position is located at 1001 I Street, 14th Floor, Sacramento, in the heart of downtown with convenient access to light rail and other public transportation. A hybrid telework option is available, allowing staff to telework up to 3 days per week.
The Data Management Analyst will be responsible for the following:
- Act as liaison between the RQA Unit and technical teams to ensure CalWATRS meets business needs, advocate for system improvements, and provide guidance on system use.
- Lead and manage projects related to billing, reporting, file digitization, and organizational change by developing plans and streamlining workflows to enhance operations and regulatory compliance.
- Respond to public and stakeholder inquiries about water rights, fees, and system troubleshooting, ensuring compliance and understanding through exceptional customer service.
- Analyze and validate water rights data for accuracy and develop dashboards and reports that provide actionable insights for program operations.
- Develop and deliver training, communications, and materials to staff and the public, ensuring accurate and updated resources are widely accessible.
