Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Reimbursement Officer.  Under general supervision, this position will perform a variety of technical reimbursement duties in order to obtain reimbursement from the federal government for child care/administrative costs on all youth in care statewide.  The position will complete initial applications to determine eligibility/claimability for Title IV-E, Medicaid, and Temporary Assistance for Needy Families Emergency Assistance on all new cases in which DCFS takes custody of a child.  The position will also determine ongoing eligibility/claimability throughout the life of the case.  This position provides a great opportunity for a motivated, detail-oriented individual who is interested in playing a role in the reimbursement process for the Department of Children and Family Services.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and communications skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Essential Functions

  • Serves as a Reimbursement Officer
  • For all Title IV-E and Medicaid eligible youth in care, determines ongoing eligibility/claimability throughout the life of the case through the review and analysis of reports, change notices, and the monthly Streamline process
  • Reviews and completes determination of Title IV-E eligibility on adoption assistance (AA) cases and completes redetermination at age 18
  • Determines Medicaid eligibility for COBRA (Consolidated Omnibus Budget Reconciliation Act) for both the foster care and adoption assistance population of children placed out of state
  • Completes and reviews all long term care budgeting and enrollment paperwork and maintains verbal and written contact with the DHS Long Term Care Unit for children placed in nursing homes or mental health facilities
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualification

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in accounting, economics, or business administration, preferably including courses in insurance, estate, and probate law.
  • Requires one year of work experience in the reimbursement field.
