Job Summary
As a Tempo Security and Database Administrator at the Minnesota Pollution Control Agency (MPCA), you will serve as the Agency’s security and core data expert for the environmental data management system TEMPO and other assigned databases. The incumbent will serve as a data analyst and staff advisor for new business uses of TEMPO and maintain assigned reference tables. The incumbent is expected to participate in program design and planning sessions to gather program data needs and requirements and use that information to design and setup the database for program use. As part of this work, the position also supports the development of business processes for the long-term management of data in TEMPO for all agency’s business functions. This position is responsible for consistency of configuring data across functions, programs, and divisions. Another important role for this position is being the lead TEMPO Security Administrator. This requires the incumbent to determine what security level staff need and when new security groups are needed to meet Agency objectives. As such, the incumbent understands all roles used within a database to ensure that security assignments are appropriate and that financial and public/non-public data are secure.
Minimum Qualifications
Candidates must clearly demonstrate the following qualifications:
Three (3) years of project management experience, or data management /analysis experience, or permitting and/or compliance or similar experience including developing and issuing of agency permits, and experience using agency databases such as Tempo or Delta. A degree in Environmental Sciences, Business Administration, or other related field will substitute for one year of experience.
Communication skills sufficient to effectively facilitate process improvement efforts, present to groups, and transmit written information to a variety of audiences.
The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
Preferred Qualifications
Demonstrated project management skills, ability to organize and manage multiple projects simultaneously, and ability to meet deadlines.
Knowledge of environmental data systems, like Tempo, and how programs use the system for standardization and efficiency.
Knowledge of Federal and State data management reporting requirements and its applicability to programs.
Problem-solving skills sufficient to capture business needs and recommend adjustments based on data analysis.
Experience querying and reporting of data for large data bases, project planning, implementation, management, and identifying and measuring outcomes with records management experience.
Additional Requirements
Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
