The Central Services Division (CSD) assists the Agency in achieving its mission by providing central management services for the agency in accounting, budgeting, information systems, human resources, health and safety, training, policy and organizational development, purchasing, and facilities management. The division serves headquarters and 3 regional divisions, the Vehicle Inspection Program, and the Laboratory and Environmental Assessment Division. Services are provided for over 700 positions, various local and regional governments, and directly to citizens.
Within Financial Services, the Budget Section assists in preparing the agency biennial budget, monitors the budget, performs fiscal analysis of legislation and other proposals, responds to emergency board requests, and develops the biennial budget implementation plan (Operating Budget), semi-annual forecasts, and monthly updates to cash management of over 100 funds.
DEQ has 6 separate legislative budgets representing Air Quality, Water Quality, Land Quality, Agency Management, Debt Service, and non-limited lending authority. These include over 45 operating sub-program areas and over 100 funding sources and associated cash accounts. To handle this complexity, DEQ maintains MS Access systems separate from, but which provide information to, those provided by and maintained by the State of Oregon – Oregon Position Information Control System (ORPICS), Oregon Budget Information Tracking System (ORBITS), Statewide Financial Management Application (SFMA), and the statewide data management system (OBIEE).

What you will do!
You will assist with all phases of budget development and execution for all DEQ programs. This work includes gathering and analyzing budget data, generating reports, using spreadsheet pivot tables, and assisting in forecasting, helping to ensure accurate cost center coding. In addition, you will play a key role with Workday payroll by creating cost centers and projects, by troubleshooting employee time entry, and by researching and correcting errors posted to incorrect cost center coding.

What are we looking for?
Minimum Qualifications: 3 years of experience in management, policy or program analysis, or technical-level budgetary support activities, OR a bachelor’s degree in business, public or non-profit management, finance, accounting, public policy, political science, public administration, economics, or a related degree.
Candidates who are most competitive will also reflect the following desired attributes:
- Demonstrated understanding of the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- General understanding of the principles and practices of budgeting and finance, including the analysis and reporting of financial data.
- Basic understanding of financial systems and cost structures with multiple funding sources.
- Advanced skill level with Microsoft Excel; basic understanding of Microsoft Access.
- Excellent verbal and written communication skills and customer service skills; ability to use tact, diplomacy, and good judgment to communicate clearly and effectively with employees at all levels, sometimes in stressful situations, and often to ensure compliance with laws, rules, and regulations.
- Ability to prioritize workload to meet changing priorities, complicated assignments, and tight deadlines.

This position will be based out of DEQ’s Headquarters office in Portland; however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
This position requires occasional travel on official State business for meetings, trainings, conferences, seminars, and public hearings, some of which may include evening work, overnight stays, and /or weekend work. There may be extended work hours during budget preparation and Legislative Session.
