Overview: 

The Bureau for Latin America and the Caribbean (LAC) helps to make the U.S. and the Western Hemisphere more peaceful, secure, and prosperous by strengthening the capacity of the governments and private sector entities. Throughout the region, USAID has 14 field offices, 4 regional programs, and Washington-based programs focusing on Cuba and Venezuela. Incumbent to this position will be part of the LAC South American Affairs Office and primarily focus on support to the Venezuela operating unit. That support may include complex programmatic and analytical tasks (i.e., collecting, compiling and analyzing data for various program documents, designing and maintaining spreadsheets for the entire LAC/SA team, etc.); specific technical areas such as project planning and implementation; and administrative duties and tasks (i.e. scheduling briefings and meetings, maintaining program files, etc.). Duties may also include tracking and assisting with responses to Congressional, public, and interagency inquiries in coordination with USAID staff. The Incumbent will receive guidance and direction from the Office Director of LAC/SA as well as the Venezuela Program Officer on relevant tasks.


Responsibilities

 

Essential Duties/Tasks and Responsibilities:  

 

Program and Analytical Functions:

  • Supporting program managers in designing, planning, implementing, monitoring, evaluating, coordinating, and reporting on activities to ensure they are efficiently and effectively implemented in a manner that achieves the objectives of USAID.
  • Drafts, manages, and coordinates preparation of assigned briefers, interagency taskers, memoranda, talking points, and other official correspondence.
  • Compiles and disseminates best practices and shares lessons learned within the office.
  • Accesses and utilizes the digital or electronic system for consolidating and managing LAC/SA’s publications, reports, briefing documents, and other data.
  • Conducts outreach and data collection with field missions and other USAID operating units, offices, and bureaus, as well as other USG departments and agencies.
  • Maintains LAC/SA filing system and records retirement for the office in accordance with Agency and Bureau policies for both electronic and hard copy documents.
  • Serve as an additional point of contact for regular communication with South American Missions by coordinating general reporting efforts, facilitating information exchange, and providing regular and ad hoc support to desk officers and office management.
  • Collaborates closely with the Venezuela Operating Unit Program Officer on issues pertaining to program management, reporting, and analysis, including reviewing Operational Plans (OPs); Performance Plans and Reports (PPRs); Monitoring, Evaluation and Learning (MEL) documents; budgetary and financial documents; fact sheets and related briefing documents; and portfolio review documents. Manages and coordinates technical document reviews for clearance.
  • Assists in the development, planning, implementation, and evaluation of USG and/or USAID-specific initiatives and special projects.
  • Participates in managing the office operating expense (OE) and program budget planning process and implementation, as well as portions of contract and agreement management.
  • Prepares program documents such as waivers, authorization documents, action memos, and Congressional notifications.
  • Assists LAC/SA staff with compiling reports, uploading documents/information and makes requisitions in USAID’s program management and financial systems.
  • Provides daily assistance to Colombia by serving as alternate point of contact for the portfolio, assuming the role of Backstop, assuming the roles and responsibilities of the Desk Officer during periods of absence. Also may serve as an alternate point of contact for other South America Missions as needed.
  • Coordinates the scheduling and programming of meetings for Mission staff and South American counterparts visiting DC.
  • Provides in-country support to South America missions, as needed.
  • Performs other duties as assigned.

Communication and Administrative Support Functions:

  • Drafts presentations and collects and organizes briefing materials, as well as maintains contact lists, visitor lists, and calendars for key staff.
  • Maintains the Mission's priorities, programs, and operations by formulating and preparing written materials (e.g. program documents) as well as addressing stakeholder concerns. Also, tracks health program funds, facilitates fund transfers, and collaborates with the Venezuela Desk Officer to ensure accurate fund allocation. Provides reporting on country context, policy, and developmental issues, authorization, briefings, and implementation documents.
  • Prepares briefing books and materials for meetings, events, conferences, travel, etc.
  • Ensures that drafted documents and correspondence meet format, grammar, content, technical accuracy, and messaging requirements prior to obtaining Bureau or Office leadership clearances and approvals.
  • Develops and maintains electronic file management system in compliance with Agency policy.
  • Maintains hard copy of documents, as requested.
  • Maintains the South America Team’s SBU (Sensitive but unclassified) and classified (Secret Level) information.
  • Responsible for providing scheduling assistance, organizational, and logistical support for meetings, workshops, conferences, and retreat including note taking, tracking action tasks, and follow-up with staff to ensure taskers are completed.
  • Principal lead and point of contact (POC) for scheduling and coordinating internal and external meetings. Coordinates with security officials to receive and secure access to the Reagan Building for visitors.
  • Manages schedules and calendars for the LAC/SA Office Director and Deputy Office Director.
  • Maintains the office correspondence control process by logging, processing, tracking, and filing incoming and outgoing correspondence.
  • Arranges travel, including itineraries, transportation ECC requests, and lodging; assists prepare travel authorizations and travel vouchers in E2.
  • As needed, accompanies Bureau staff on overseas travel to provide administrative and logistics support. Coordinates travel planning between employees and the USAID travel agency.
  • Provides other administrative support as requested.

Technical Advisory Functions:

  • Provide assistance with project planning and implementation.
  • Providing technical advice on the feasibility, appropriateness, and value of proposed activities or changes in activities.
  • Review and/or draft documents and correspondence for proper format, grammar, content, technical accuracy, and messaging prior to obtaining Bureau or Office leadership approval.


Qualifications

 

Minimum Requirements:

  • Incumbent must have active Secret clearance.
  • Must have excellent project management and writing skills.
  • Strong written and verbal skills, detail-oriented, ability to communicate effectively with a wide range of people.
  • Must be able to work independently or in teams, ability to multitask and have strong problem solving, organization, and time management skills.
  • Familiarity with Google and Microsoft suites of applications (Gmail, Google Docs, Google Sheets, and Google Slides, calendars; Excel, Work PowerPoint calendars.
  • Use of Adobe, including the ability to create and edit PDF documents for electronic signature.
  • Oral and written fluency in English required.

 

Education:  

  • Master’s degree, (preferably in international affairs, international development, political science, or business administration) from an accredited institution and/or 2-3 years of professional office experience.

 

Preferred Knowledge, Skills and Abilities:

  • International relations experience, including with USAID, the State Department, and other agencies engaging in international affairs.
     
  • Spanish and/or Portuguese at the technical level is a plus.
     
  • Able to use common Agency systems (E2, GLAAS, My Services for eCC requests systems, etc.) is a plus.
     
  • Experience reviewing Operational Plans (OPs); Performance Plans and Reports (PPRs); Monitoring, Evaluation and Learning (MEL) documents; budgetary and financial documents; fact sheets and related briefing documents; and portfolio review documents.
     

 

Working Environment: Work is typically performed in an office environment. 

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Supervisory Responsibility:  This position does not have supervisory responsibilities.

 

Travel:  International travel may be required and may include travel to fragile and/or conflict-prone zones.

 

Work Authorization:  Candidate must be authorized to work in the United States.

The anticipated pay range for this position is 80,000 to 95,000 USD annually.
