Job Summary

The purpose of this position to act as one of the program leads for compliance and enforcement inspections and industry initiatives in efforts related to major aboveground storage (AST) tank facilities and major AST facility inspections statewide. The functions of this position include: inspection and evaluation for compliance with the state AST laws, regulations, rules, and permit conditions, follow up on complaints, documenting and communicating inspection findings as appropriate for the administration of the major AST program; encouragement and negotiation of compliance steps with applicable statutes, rules and permits and to prepare enforcement documents including letters of warning, Notices of Violation, Administrative Penalty Orders and Stipulation Agreements; and assist in education efforts related to the program. 

This position will work closely with AST program engineers and permit writers and MPCA emergency spill response staff as necessary. 

This position will also assist in education efforts directed toward MPCA staff, regulated parties, and the public related to the AST program.

Qualifications

Minimum Qualifications

Bachelor's degree in an environmental protection or similar science area and two years of professional environmental protection experience.

OR

Three years professional-level environmental protection experience. 

AND the ability to: 

Develop and implement work plans. 

Independently complete assignments in a timely manner. 

Understand the environmental regulatory process and procedures. 

Effectively coordinate and serve as a team member and understand the environmental, social and economic impacts of procurement. 

Engage and communicate with diverse stakeholders and team members. 

Possess a valid Driver's license (see additional requirements). 

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. 

Preferred Qualifications

General knowledge of federal, state and local environmental laws, rules, regulations and standards. 

1. Experience with above ground storage tank, underground storage tank, air, hazardous waste, solid waste, stormwater, or water quality regulations, emergency spill response, environmental best management practices, or pollution prevention issues.

Experience conducting environmental compliance inspections of regulated facilities and/or working with regulated parties to prepare for and respond to such inspections.

Experience working with diverse communities. 

Customer service skills and abilities. 

Experience working in teams and experience with conflict resolution. 

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. 

Additional Requirements

A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory DLR check. 

Requires a Class D driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
