This position oversees and manages staff in the Accounting and Budget Division of the Facilities Management Department (FMD). Must have experience in developing and submitting Fairfax County Government departmental budgets, financial reporting, and analysis, including, forecasting, variance analysis, and operational cost center management.
The Facilities Management Department (FMD) provides a full range of facility management services in county-owned and designated leased facilities. These services include maintenance, repair, infrastructure replacement and upgrade, utilities, space planning, renovations, energy conservation, custodial services, and grounds maintenance. FMD is also responsible for leasing, managing, and disposing of real estate property and facilities, as requested by the Board of Supervisors and other county agencies.
Responsibilities of the position includes:
- Supports and assists as directed in the development of annual budgets for operating and capital expenses.
- Supports budget activities as directed by the department director, deputy director, assistant director, and division directors. Consolidates the accuracy of budget estimates using statistical techniques (extensions, averages, trend analysis of historical data, etc.).
- Provides information to management by assembling and summarizing data, prepares reports, and makes presentations of findings, analyses, and recommendations.
- Prepares budget and cost reports for submission to management.
- Reviews cost data with management and coordinates resolution of concerns with other team members, determines solutions and implements enhancements to improve reporting.
- Identifies and proposes solutions to management problems characterized by their breadth, importance, and severity.
- Directs the financial planning function for the department including expenditures and revenue projections, budgetary preparation for multiple funds in operating, and capital construction.
- Prepares monthly forecasts, responds to internal and external auditors as required.
- Monitors and tracks leasing and utilities obligations and expenditures.
- Verifies that obligations and expenditures occur on a timely basis following the annual spending plan and regulatory contracts and are within amounts programmed.
Illustrative Duties
Prepares or oversees the preparation of large, complex agency budget;
Directs all budgeting, purchasing, and payment activities for the agency;
Oversees development and implementation of fiscal management and accounting procedures for the agency;
Coordinates and oversees audit processes;
Prepares grant proposals and reports;
Ensures compliance with all applicable Federal, State and County regulations and procedures.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts; plus five years of professional-level experience in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience. A master's degree in a related field or CPA may substitute for 1 year of experience.
CERTIFICATES AND LICENSES REQUIRED:
Driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, a credit check, and a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Experience in developing and submitting Fairfax County Government highly complex departmental budgets, fiscal operations, financial reporting, and analysis, including, forecasting, variance analysis, and operational cost center management.
- At least two years of experience supervising professional and administrative financial staff in a fast-paced environment
- At least two years of experience with local government budget and financial management processes
- Excellent communication and relationship-building skills, with an ability to influence, negotiate, and work with a variety of internal and external stakeholders
- Proven ability to set priorities, solve problems, and make sound and supportable decisions.
- At least two years of experience using FOCUS system and Microsoft Office (Excel, Word, PowerPoint, Teams, Publisher).
PHYSICAL REQUIREMENTS:
Ability to remain seated at desk for long periods of time. Walking and lifting less than five pounds. All duties performed with or without reasonable accommodations.
