Job Summary

 

The DNR is seeking to hire one (1) Operations Services Regional Manager in New Ulm, MN. The Operations Services Division (OSD) is comprised of business operations sections including Management and Budget Services, Human Resources, Management Resources, Operations, Office of Outreach and Communications, Internal Audit, and Office of Access and Inclusion. This position exists to integrate, manage, administer, and implement all Operations Services Division (OSD) programs, policies, budgets, and operations for the region. The position provides leadership for the Department as a member of the Division and Regional Management Teams to develop and implement the Division's and Department's mission and vision.

Responsibilities include but are not limited to: 

  • Provide high-level Operations Services Division (OSD) administrative management, strategic and operational support to the region.
  • Manage and direct the implementation of program services in the region to provide the full array of integrated operation support services, consistent with statutes, rules, policies, and procedures. 
  • Provide division and regional leadership through participation in management teams and oversee customer service systems. 
  • Facilitate the development and continuous improvement of OSD programs and projects.
  • Provide supervision and leadership for regional operations staff ensuring that department, region, and division programs are implemented.

This position has a flexible work arrangement and may be eligible to work a hybrid schedule consisting of in-office and telework days, which is subject to change. If approved, the employee would be required to complete a telework agreement. This position may require reporting to the primary work location on telework days for meetings, training, onboarding, business needs, and as needed by the supervisor. This position will require occasional travel to other DNR locations and meeting sites, outside of the primary work/telework location.

Qualifications

 

Minimum Qualifications

  • Four (4) years of managerial or supervisory experience that includes demonstrated knowledge of finance, human resources, safety, or other related activities.
    • A bachelor's degree in business administration, public administration, or a closely related field may substitute for one (1) year of experience. 
  • Knowledge of budgeting and financial management processes sufficient to coordinate and articulate budget proposals, prioritize and manage budgets, monitor revenue, administer grants, and interpret budget reports.
  • Knowledge of strategic and operational planning procedures sufficient to participate in the development of unit plans, evaluate recommendations and explain proposals, and report to staff, peers, and superiors.
  • Ability to interpret and apply related policies, procedures, rules, laws, and regulations sufficient to ensure compliance across the agency.
  • Ability to apply knowledge to complex issues sufficient to anticipate trends, analyze data, and find solutions that balance long-term demands.
  • Ability to collaborate with a wide variety of stakeholders; experience building and maintaining effective working relationships with internal and external partners within the space of equity and inclusion.
  • Ability to create a respect- and safety-focused culture that empowers staff to carry out the department’s mission and fosters an environment of positive accountability for performance. 
  • Leadership, organizational, and interpersonal skills sufficient to direct, develop, and engage staff.
  • Communication skills sufficient to effectively communicate and present complex information to a wide variety of audiences.
  • Skills in all standard Microsoft Office software applications (Word, Excel, PowerPoint, etc.).
  • Conflict management skills sufficient to analyze and resolve unclear or controversial situations and make difficult decisions.

Preferred Qualifications

  • A bachelor's degree in business administration, public administration, or a closely related field.
  • Managerial experience in administering and delivering multiple programs.
  • Knowledge of natural resource issues, sufficient to support effective communication, planning, and collaboration.
  • Knowledge of natural resource management services sufficient to understand and integrate issues and concerns.
  • Knowledge of legislative, and local government processes, public policy analysis, and procedures.
  • Ability to analyze and summarize diverse information sources.
  • Ability to apply systems thinking perspectives and practices.
