Project Controls Engineering Scheduler

Job Title: Project Controls Engineering Scheduler 
Location: Martinez, CA (MTZ Renewable Fuels Refinery) 

SUMMARY 
MTZ Renewable Fuels Refinery, located in Martinez, CA, is seeking a highly skilled Project Controls Engineering Scheduler to strengthen our Engineering team. This position is instrumental in ensuring projects are executed on time and within budget through effective project controls, including budgeting, forecasting, cost control, earned value, and change management. The ideal candidate will play a critical role in supporting project success from initiation to completion, utilizing expertise in planning, scheduling, and performance tracking. 

RESPONSIBILITIES 

Project Planning & Coordination: Establish and maintain comprehensive communication and reporting networks to enable timely and accurate data collection, review, and analysis. Deliver strategic insights and recommendations to project teams to ensure schedules align with approved budgets and cash flow constraints. 

Scheduling & Work Breakdown Structures: Collaborate with project teams to develop and maintain detailed work breakdown structures and schedules in line with MPC and industry standards, ensuring all project phases are well-coordinated and monitored. 

Performance Tracking & Compliance: Implement and oversee performance measurement systems (e.g., Primavera P6) for continuous progress tracking of contractors and project milestones. Ensure compliance with MPC and contractor standards for project control and reporting. 

Cross-functional Collaboration: Partner with diverse departments to gather insights, address project concerns, and resolve issues in real-time. Act as a central resource for schedule-related inquiries, ensuring effective information flow and decision-making support. 

Portfolio & Project Reporting: Support the Project Controls Supervisor in compiling comprehensive monthly portfolio and project status reports. Keep current master program and sub-project plans updated for robust tracking and performance assessment. 

Impact Analysis & Issue Resolution: Identify and document the effects of scheduled and unscheduled work, evaluating actual engineering progress, and adjusting schedules as necessary. Engage with Operations, Owners, and Subcontractors to resolve issues proactively. 

Estimating & Forecasting Support: Contribute to the development of project schedules in the estimating phase, including phased schedules and resource loading data, for a clear picture of work sequences and resource needs. Develop and maintain manpower estimates for short- and long-term forecasting. 

Earned Value Management: Perform Earned Value Management (EVM) analysis during the engineering phase, providing insights into project performance, cost control, and schedule alignment. 

QUALIFICATIONS 

Minimum Qualifications 

Bachelor’s degree in a relevant field. 

Extensive experience in cost control, scheduling, and forecasting, with strong analytical skills. 

Proficiency in Microsoft Office Suite, especially Word, Excel, and Outlook. 

Exceptional communication skills, both verbal and written. 

Legally authorized to work in the United States without future visa sponsorship. 

Availability to work Monday through Friday (6:30 AM to 4:00 PM on a 9/80 schedule) and flexibly during TAR events. 

Preferred Qualifications 

Bachelor’s degree in Construction Management, Data Science, Accounting, Finance, or Engineering. 

1+ years of experience in project execution, contracting, planning, or scheduling within refining, petrochemical, or heavy industrial sectors. 

Proven field experience and ability to collaborate effectively with on-site teams and field execution leads. 

Expertise with Enterprise Project Controls systems (e.g., SAP, Primavera P6). 

Advanced proficiency in Microsoft Suite, with specialized skills in data analytics tools like Power BI.
