Cleanup & Compliance Unit Supervisor (WMS Band 1)

The Toxics Cleanup Program (TCP) program within the Department of Ecology is looking to fill a Cleanup & Compliance Unit Supervisor (WMS Band 1) position. The position is located Central Regional Office (CRO) in Union Gap, WA.
 
The Cleanup & Compliance Unit Supervisor manages the eight staff in the unit and reports to the Section Manager of the Toxics Cleanup Program (TCP). The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.
 
The eight staff in the unit include six cleanup project managers and two underground storage tank inspectors. Through your supervision of this staff, you will have the opportunity to provide leadership to your team through work assignments and direction. This includes assigning and managing resources to ensure statewide inspection and cleanup requirements and policies are implemented consistently and effectively. You’ll also support efforts to train staff and promote professional development. You’ll handle all personnel issues, including hiring new staff.
 
This position is based out of the Central Region Office, which has over 100 employees and is committed to public service. We pride ourselves on listening to the needs of communities and offering practical, straightforward solutions.

Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Duties

 

 

Under the Toxics Cleanup Program Central Region Office (CRO) Section Manager, the Cleanup & Compliance Unit Supervisor will:
   
 

  • Plan, lead, and guide the work performed by the unit, which includes the investigation and cleanup of almost 500 contaminated sites, as well as underground storage tank inspections throughout seven counties in central Washington.
  • Communicate and provide technical assistance to the regulated community, tribes, local, state and federal government, elected leaders and environmental organizations on cleanup issues, policy and guidance updates, and underground storage tank requirements.
  • Coordinate with staff and section manager on the prioritization of section work and the sharing of section resources.
  • Ensure staff are kept up to date on agency and program initiatives that align with their work, as well as program policies that impact their work.
  • Provide staff mentoring and support, help staff achieve their professional development goals.

 

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

A total of nine years of experience and/or education as described below:
 

  • Professional experience in: environmental regulations, permitting, policy, or environmental planning. Examples may include some or all of the following:
    • Contaminant fate and transport
    • Toxicology
    • Risk Assessment
    • Model Toxics Control Act regulations
    • Underground Storage Tank regulations
  • Education involving: major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

Possible Combinations: College credit hours or degree - as listed above: Years of professional-level experience - as listed above

Combination 1; No college credit hours or degree; 9 years of experience

Combination 2; I have 30-59 semester or 45-89 quarter credits; 8 years of experience

Combination 3; I have 60-89 semester or 90-134 quarter credits (AA degree); 7 years of experience

Combination 4; I have 90-119 semester or 135-179 quarter credits; 6 years of experience

Combination 5; A Bachelor's Degree; 5 years of experience

Combination 6; A Master's Degree; 3 years of experience

Combination 7; A Ph.D.; 2 years of experience



Special Requirements/Conditions of Employment: 

  • Must possess and maintain a valid driver’s license.


Desired Qualifications:

  • Familiarity with site assessment and cleanup techniques.
  • Working knowledge of the Model Toxics Control Act Cleanup Regulation (Chapter 173-340 WAC); and the Underground Storage Tank Regulation (Chapter 173-360 WAC) or similar regulations.
  • Prior supervisory experience.
