Pedestrian and Bicycle Administrator

General Description

This is highly responsible professional work in the development, coordination, management and implementation of a city-wide pedestrian and bicycle program that promotes pedestrian and bicycle mobility and safety. The work is characterized by effective communication with the public and policy makers, and the ability to lead cross-agency teams to plan, develop solutions and implement transportation improvements relating to pedestrian and bicycle mobility and safety. This position also supervises lower-level staff responsible for the Crossing Guard Program, pedestrian/bicycle safety, education, outreach, bicycle parking, and related activities.  This position is also responsible for developing media contacts and public information campaigns. The position provides leadership for the School Traffic Safety Team and assists with Vision Zero activities related to pedestrian, bicycle and school safety. The work includes coordinating grant writing and implementation related to pedestrian and bicycle safety and mobility. The employee in this position works under the general supervision of an Assistant Director of Traffic Engineer, with programmatic oversight by the Director of Transportation.

Examples of Duties and Responsibilities

 

Provide project management and leadership as the City’s lead contact for pedestrian, bicycle, Safe Routes to School and Crossing Guard programs.

  • Lead planning efforts to complete pedestrian and bicycle networks in a context sensitive way that aligns with City transportation goals, policies and plans.
  • Manage projects and lead multi-discipline cross-agency teams to prepare plans, advance programs and implement projects to ensure safe, accessible and connected mobility for people of all ages and abilities walking and biking.
  • Serve as a team member of multi-discipline cross-agency teams to provide pedestrian-bicycle expertise and/or perform specific planning and problem-solving activities. Assist in conducting planning studies including regional, citywide, subarea plans, and site-specific studies.
  • Represent the Traffic Engineering Division at City committees as well as stakeholder meetings.

Direct staff, programs and services of the Pedestrian Bicycle Unit

  • Hire, train and supervise staff in the Pedestrian Bicycle Unit. Assign, monitor and evaluate work of staff.
  • Provide overall supervision and coordination of the Crossing Guard Program.
  • Direct services and programming related to educational and outreach efforts with local institutions and community organizations.
  • Recommend budgetary, staffing, and purchasing needs for the Pedestrian Bicycle Unit.
  • Participate in policy formulation for bicycle and other micromobility parking and the development of plans for bike maintenance areas and other infrastructure. Oversee bike parking in the right-of-way. Manage micromobility programs.
  • Arrange for and/or conduct presentations, workshops and seminars on pedestrian and bicycle safety and mobility as well as Safe Routes to School.

Prepare grant applications, budget submittals, policy recommendations and other related documents and reports.

  • Pursue funding sources to implement the pedestrian and bicycle plan, including grant applications, budget submittals for the Capital Improvement Program, as well as other federal and state sources.
  • In coordination with City of Madison Transportation Committee, develop, administer, and implement, ordinances and infrastructure for pedestrian bicycle mobility, Safe Routes to School, micromobility and other emerging issues.
  • Develop and track performance measures that address:   Pedestrian and bicycle safety; Pedestrian and bicycle mobility; Progress in implementing the pedestrian plan, bicycle plan and other transportation initiatives.

 

Minimum Qualifications

  • Four (4) years of increasingly responsible experience in such fields as planning, engineering or pedestrian and bicycle transportation; AND
  • Bachelor's degree from an accredited college or university with a specialization in city or transportation planning, civil or transportation engineering, or closely related field.

If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience: 

Four (4) years of experience in applying the following:

  • All modes of transportation planning at the Federal, State, Regional and Local levels.
  • Knowledge, understanding and use of bicycle and pedestrian design standards and principles, including Federal, State, AASHTO, NACTO and ITE.

Two (2) years of experience in applying the following:

Data analysis principles, with ability to analyze and interpret complex data, problems, and issues. 

City planning principles and local government processes. 

General traffic safety concepts. 

Rules, responsibilities and techniques specific to pedestrian and bicycle safety. 

Methods/techniques for community outreach and engagement. 

Computer software applicable to the duties of the position, 

Presentation software and ability to make presentations to elected and appointed officials, neighborhood groups and other stakeholders, for presentations, reports and schematic design.

Special Requirements

Ability to meet the transportation requirements of the position.
 
Physical Requirements:
 
Employees are expected to conduct transportation studies focusing on bicycle and pedestrian mobility and safety, which involves physically travelling to various intersections to observe conditions. In addition, employees are expected to give presentations at various committees, schools and community groups throughout the City. Work hours may vary and include hours outside the regular work schedule, including weekends and evenings.
