FLSA Status: Exempt, Not eligible for overtime and compensatory time  

Monthly Compensation: The monthly salary range before PERS* will be $5,483 - $8,416 | after PERS* will be $5,861 - $8,999. 

Work Location: North Mall Office Building, 725 Summer St. NE Suite A, Salem Oregon 97301.

About our Team 

 

The Planning, Collaboration, and Investments (PCI) Team builds partnerships and incentivizes Oregonians to pursue integrated and innovative solutions for complex water challenges and an uncertain water future. We do this work to achieve a secure and sustainable water future, addressing instream and out-of-stream needs, for all Oregonians and Oregon’s environment, economy, communities, and cultures. The PCI team also works in support of the Department’s mission through: Cooperative Partnerships, Strategic Investments, Adaptive Planning, Accessible Information, and Effective Coordination. 

 

Oregon’s 2017 Integrated Water Resources Strategy provides a blueprint for understanding and addressing our water resources needs and challenges.  Our team partners with Oregonians to implement the state strategy through recommended actions such as: Place-Based Water Planning, Feasibility Study Grants, and Water Project Grants and Loans. The section is also leading the formation of two new funding opportunities (Water Well Abandonment, Repair and Replacement Fund and Harney Domestic Well Remediation Fund).  It also is assuming management of the Water Measurement Cost-Share Program with the aim of increasing access to and impact of the funding opportunity.

About the Position 

 

The Oregon Water Resources Department (WRD) seeks to hire a full-time Water Supply Grant Analyst (Program Analyst 3). As the Water Supply Grant Analyst, you will provide day-to-day direction and coordination of the Department’s Water Project Grants and Loans funding program, Feasibility Study Grant Program, and direct appropriations. You will coordinate funding cycle operations and perform ongoing analysis for continuous program improvement. You will represent the agency to applicants and stakeholders, lead development of program materials, and manage special projects. You will be a member of the Planning, Collaboration, and Investments Section within the Director’s Office and part of a team of grant staff within the section. The Water Supply Grant Analyst will play a key role in supporting the strategic investments of public dollars into water planning, studies, and projects that help achieve a more secure and sustainable water future in Oregon. As the Water Supply Grant Analyst you will: 

Oversee the operation of the Feasibility Study Grants and Water Project Grants and Loans funding opportunities, including coordination of application solicitation, application evaluation by interagency review teams, presentation of funding recommendations to the Water Resources Commission for award, and management of grant awards.  

Employ best management practices for grant administration as well as develop, update, and implement policies and procedures to ensure good fiscal stewardship of public dollars.   

Establish program guidelines, administrative rules, and other aspects of program development to ensure program success.  

Equip and empower applicants and grantees for success, conducting outreach, explaining and enforcing requirements, removing potential barriers, and providing trainings and tools.   

Evaluate the grant programs, identify problems and solutions, and pursue program improvements for increased impact and improved service.   

Coordinate with other grant staff on grant administration including reviewing grant agreements, updating templates, reviewing budget tracking files, reviewing grant and budget amendments, closing grants, and program budget tracking. 

You may also assist with other Department funding opportunities, including the Water Well Abandonment, Repair and Replacement Fund, the Harney Domestic Well Remediation Fund, and the Water Measurement Cost-Share Program to ensure consistency in agency grant program operations.

 

Minimum Qualifications – Program Analyst 3 

 

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; 

AND 

Four (4) years experience coordinating or administering a program; 
  

OR 
  

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification. 

Note: A Master's degree in a relevant subject area will substitute for up to one year of the required experience. A Doctorate degree in a relevant subject area will substitute for up to two years of the required experience. 

 

Relevant program and education areas and experience may include: Natural resources, environmental justice, grant writing, grant administration, business administration, public and non-profit administration, regulatory compliance, budget monitoring with fiscal oversight and auditing. Experience operating a statewide program – You are able to plan, develop, manage, evaluate, and improve statewide programs and have experience implementing statute, administrative rules, and program policy in order to achieve desired outcomes. 

Expertise in grant program administration – You have experience coordinating a grant program or providing other types of funding assistance, including review of applications, grant administration, and review of grant deliverables. You understand and apply grant management best practices. 

Strong analytical and critical thinking skills – You have the ability to identify connections and generate ideas for continuous improvement.  

Effective communication – You can listen to and communicate with a wide variety of audiences, including members of the public, scientists, policy makers, and stakeholders. You can explain the details of funding requirements and procedures to applicants as well as work with stakeholders and policy makers on larger policy issues relevant to the funding opportunities.   

Excellent organization skills and attention to detail – You excel at ensuring grant files are well maintained and keeping track of project progress, timelines, deadlines, and deliverables, while also coordinating with project partners and other staff. 

Equity and environmental justice – You are informed and engaged with issues of equity and environmental justice and seek to continue to learn and grow in these areas. 

Self-starter and team player – You possess the ability to work both independently and as part of a team to move projects forward.   

 

Working Conditions 

 

This position may work remotely and/or in an office environment on a schedule agreed upon by the employee and supervisor. Overnight travel will be required within the region to attend meetings, develop relationships, learn about the basin and statewide water issues, etc. Periodic overnight travel will be required across the state to attend meetings such as those of the Water Resources Commission or grant related workshops. Time management is essential as well as excellent interpersonal skills to address various situations that may arise with employees, co-workers, and/or customers.
