The Biological Data Systems (BDS) unit exists to support the WDFW Fish Program Science Division for technical support, maintenance, and development of Fish Program and cross-program data applications, including regional and corporate fish metric databases, electronic field-data collection forms and applications, mobile communications applications, web services, technical consultation, and geographic Information systems map products and applications

This position focuses on addressing the business needs of the WDFW Genetics Lab. It prioritizes, plans, coordinates, and implements data collection, management, and application/software development for an Environmental DNA (E-DNA) database for fish genetics data. Additionally, it supports data use, analysis, and reporting by program staff as needed. This role involves close collaboration with Fish Science Genetics staff, agency IT personnel, and IT staff from academic institutions and tribal governments.

What to Expect

Among the varied range of responsibilities held within this role, the E-DNA Database Project Developer will:

Design, develop, maintain user interface applications for entry and analysis of data: 

  • Develop E-DNA database in AWS environment.
  • Develop or customize front-end interfaces to allow users to display, query, and extract data.
  • Develop, as needed, mobile and web user interfaces to facilitate data entry and ensure QA/QC.
  • Maintain user interfaces to databases in technology stack consistent with Biological Data Systems as planned by BDS lead developer.

Manage, process, and perform advanced statistical, spatial and/or temporal analyses of and reporting on E-DNA data: 

  • Manages ArcGIS Online hosted feature services and ArcGIS Server (feature and map services), spatial views, and web maps.
  • Performs spatial analyses of harvest and compliance data using ArcGIS software and Python scripts.
  • Manages, analyzes, and reports on E-DNA data. Uses custom scripts (using e.g., R, SQL, Python, etc.) to compile source data, incorporate follow-up survey results,
  • Performs quantitative analyses of Genetics data using R.

Design, develop, maintain, and enhance databases, and web services. The final products/outcomes are highly functional databases that provide efficient access to end users and improved data accuracy:

  • Consult with subject-matter experts and application users (e.g., Geneticists and technical staff) to translate current data needs and legacy systems into modern data frameworks (collection, editing, viewing, analysis, reporting and storage). This includes the creation and maintenance of conceptual, logical, and physical designs to ensure that applications, services, and databases meet identified team needs.
  • Uses programming languages to develop and maintain applications for data collection, editing and viewing during field surveys. Builds and maintains custom (mobile or browser-based) solutions (especially within a spatial (ESRI’s ArcGIS) environment) for use during field surveys.
  • Write and maintain code to automate workflows using programming languages (e.g., R, Python, SQL) and implement transformation/translation of source data into agency-compatible formats. Monitors, maintains, and documents code using established best management practices and with version control software such as Git.
  • Programs stored procedures, views, and triggers to append/update records for enterprise PostgreSQL databases and applications.

Provide technical training, documentation, and support to E-DNA Programs staff on the use of specialized software and hardware and E-DNA species data:

  • Works with Genetics Lab staff to gather requirements, provides recommendations on solutions, and creates products that meet program and/or project needs.
  • Develops and maintains “user help” documentation on SQL server software, tools, and scripts, geostatistical processes, and hardware.
  • Authors and maintains technical documentation for the team including data management protocols and procedures.
  • Creates graphics, maps, figures, and graphs in support of reporting requirements.

 

Working Conditions:

Work Setting, including hazards: Work is typically performed in an office setting with some field work. 

Schedule: Typically 8:00 am to 5:00 pm, Monday through Friday. A varied schedule may be required including working Saturday or Sunday and overtime during peak periods, system implementations, maintenance, and outages.

Travel Requirements: Occasional in-state day trips and/overnight travel may be required; infrequent out of state travel may be required (conferences, trainings). Some travel is required throughout the State to build and support software and hardware solutions for hatchery and field staff.

 

Qualifications:

Required Qualifications:

Bachelor's degree from a four-year accredited college or university with major coursework in Computer Science or Information Technology or a related field 

Or 

Four (4) years of demonstrable database development experience that reflects experience in the following areas: consulting, business and systems analysis, designing, programming (traditional/APaaS platforms), directing projects, and/or providing customer or technical support in information technology.

Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

 

Preferred Qualifications:

In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Master’s Degree (MS) or Doctor of Philosophy (PhD) in Quantitative Ecology, Computer Science, genetics,  biology, marine biology or similar.
  • Experience with ArcGIS Server map and feature services, web-based data entry and editing, ArcGIS REST API, and ArcGIS API for Python, and JavaScript frameworks such as Angular.
  • Experience with Esri desktop software and COTS including ArcGIS Pro, ArcGIS Online (AGOL), AGOL web maps, AGOL hosted applications, Survey123, Field Maps, etc.
  • Experienced with standard field data collection activities, survey techniques, and sampling protocols with focus on data management.
  • Experienced with mobile devices including smartphones, tablets, ruggedized computers, Global Positioning Systems (GPS) units, radio-telemetry GPS collars, and other data logging devices.
