The On-Road Model Development Section (ORMDS) is recruiting for an Air Pollution Specialist (APS) in the Mobile Source Analysis Branch (MSAB) of the Air Quality Planning and Science Division (AQPSD). This section is responsible for the development and refinement of the EMFAC on-road emissions inventory model. The EMFAC model supports air quality planning, transportation planning, photochemical modeling, and project level assessment. This section also plays a key role in development of on-road heavy-duty mobile source regulations by providing technical support to regulatory divisions within CARB.

Under direction of the Section Manager, the incumbent will serve as the lead for supporting on-road emissions inventory work in EMFAC for the new national ambient air quality standard (NAAQS) for particulate matter (PM). The APS will update on-road mobile source emission inventory data, including emission factors and vehicle population and activity through targeted data collection, for exhaust and non-exhaust primary PM2.5 and precursor pollutants. The APS will estimate emission reductions from the State’s mobile strategy for the new PM2.5 nonattainment areas, along with documenting the SIP assessment assumptions, methodology, and results.

In addition to technical data analysis and model development, staff are routinely asked to review the work of others, and to communicate with a wide variety of internal and external clients. We expect applicants to have an ability to communicate effectively on a technical and policy level, both verbally and in writing, with a wide variety of stakeholders including other CARB divisions, government agencies, policymakers, industry, environmental organizations, and the public.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

  • Daily use of a personal computer, office equipment, and/or telephone.
