Budget Analyst 3 - Wildlife Program - Permanent - *08105-24

 WILDLIFE PROGRAM BUDGET ANALYST 3 (BA3)

 Olympia, Washington – Thurston County

This position provides technical expertise in accounting and budgeting for contracts, grants, property management, expenditure authority, local accounts, and cash receipts for both capital and operating funds for the Real Estate Services Unit. Key responsibilities include reconciling, preparing, and interpreting monthly, quarterly, and annual financial reports to inform decision-makers.

Maintaining a broad perspective of the overall budget and operation, this role involves building budgetary projections and making recommendations regarding the adequacy of funds, expenditure appropriation authority, and fiscal controls. 

Additionally, this role includes developing and preparing budget allotments for capital and operating funded projects. The position also provides technical support and training to office and field staff on fiscal, contractual, budget-related activities, and financial systems.

 

Duties:

Some of the work you will enjoy doing:

Budget Management: 

  • Build spending plans and balance allotments to control numbers.
  • Prepare and present complex caseload and/or expenditure forecasts for budget and other management purposes.
  • Prepare and analyze reports, provide findings, conclusions, and recommendations for improvement of program and agency operations.
  • Communicate budget decisions and provide follow-up service to ensure accountability for executive decisions.
  • Manage, review, and update the Chart of Accounts as required.
  • Grant and contract management support to include researching government regulations.
  • Capital project expenditure tracking, research, and reporting.

Program-to-agency Liaison and Budget Development: 

  • Act as a conduit of information between managers and the agency staff.
  • Report status of budget, expenditures, and performance standards as required/requested.
  • Prepare assigned decision package requests, including coordinating and soliciting information across programs, analyzing and reconciling data for presentation, providing narrative, and addressing questions as needed.

 

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Duties are performed in an office setting. This position requires extensive computer use.
    • Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
  • Schedule:
    • Standard 40-hour work week, however, may be required to occasionally work more than 40 hours per week to meet deadlines during peak periods, particularly during budget development.
  • Travel Requirements:
    • This position requires the ability to occasionally travel to work sites or training and may be required to stay overnight.
  • Tools and Equipment:
    • Computer hardware and software.
  • Customer Interactions:
    • Customers are internal agency staff and OFM and Legislative Budget Analysts.

 

Qualifications:

REQUIRED QUALIFICATIONS:

Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field; AND three (3) years of professional experience in accounting, budget, finance, or public administration.  

OR 

Current or recent experience as a Budget Analyst 2. 

OR 

Equivalent education/experience.

Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis. A master’s degree in a related field may replace two years of experience.

 

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Experience with fixed asset accounting.
  • Experience with property management or real estate contract management.

Knowledge, Skills, and Abilities:

  • Knowledge of budgeting and accounting practices based on education and practical experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), the Office of Financial Management (OFM) regulations, and relevant federal regulations.
  • Knowledge of basic government budget development and legislative processes and practices, including the fiscal note process.
  • Strong verbal and written communication skills and experience communicating with external/internal stakeholders in a regulatory environment.
  • Knowledge of state financial systems including AFRS, ABS, TALS, SPS, Enterprise Reporting, and Web Intelligence.
  • Intermediate skills in Microsoft Excel including importing data, pivot tables, graphs, IF statements, formulas, and lookup functions.
  • Experience consistently following applicable budget guidelines, policies, state and federal regulations, principles, and standards.
  • Experience conducting sound and detailed analyses from both an operational and a fiscal perspective.
  • Experience communicating complex budget issues to a variety of audiences and provide training and guidance on these issues.
