Business Systems Team Lead: Analysis & PMO

This position with agency-wide impact, will be responsible for coordinating, improving, and implementing a division-wide project portfolio that focuses on DVS-led projects that are technical in nature and with both strategic and tactical characteristics. This position will promote and lead a division-wide project portfolio management program, serving as subject matter expert in project portfolio management connecting people, process, and technology. The team lead will coordinate and facilitate the project portfolio management process from new project request to project completion, serving as the conduit to connect project sponsors, project owners, and project team members at DPS, MN.IT, and other state agencies, vendors, outside consultants, professional associations, and Minnesota taxpayers. The incumbent will also serves as a Sr. Project Manager to lead and manage high-priority and high-visibility projects, responsible for planning and overseeing projects to ensure they are completed in a timely fashion and within budget. This position will manage the facilitation of DVS governance, manage the DVS initiative roadmap, and support the team in best practices for business systems support, analysis and project management. 

This position provides structure, organizational management, business representation, and service to the division on critical communication and service delivery systems and works collaboratively and closely with the other Division Program Directors. Additionally, they will promote collaboration and teamwork across all internal teams including other divisions, MN.IT@DPS, and MN.IT Central. This position promotes good stewardship of state resources, balances operational efficiency, and standardization with flexibility and customer service.

Qualifications

 

Minimum Qualifications

  1. Four* (4) years of professional level experience in business system support, project management, change management, and/or business process design
  2. Experience mentoring, coaching and training team members
  3. Ability to work cooperatively with individuals from diverse backgrounds and underserved communities

Applicants that meet the above qualifications will be further evaluated on the following:

  • Experience organizing and leading projects, maintaining multiple projects simultaneously, working independently and effectively under pressure
  • Ability to communicate clearly, present complex information to users in a comprehensive style, translate business information to technical stakeholders and translate technical and system information to non-technical stakeholders
  • Collecting, analyzing, and interpreting data; using data to lead decision making while navigating change, ambiguity and setbacks
  • Leading continuous improvement initiatives
  • Developing and implementing policies and procedures
  • Providing business requirements for IT projects; organizing and prioritizing work, and creating and proving status reports

*Bachelors degree or higher may substitute for one year of experience

Preferred Qualifications

  1. Experience building and maintaining strategic relationships
  2. Experience and knowledge of driver and motor vehicle related services
  3. Experience with technology related project coordination and contract management
  4. Experience with project work prioritization
  5. Experience creating a PMO roadmap
  6. Experience in Agile/Scrum
  7. Certified Scrum Master or Product Owner
  8. Knowledge of industry best practices, trends and emerging technologies

Physical Requirements

Requires occasionally moving and transporting such articles as file folders and small tools.  May need to maintain a stationary position for long periods of time while carrying out job duties.
