General Definition

10% hiring bonus for new employees. Over $5,000 total. 5% upon hire and 5% after 12 months of employment.

The Streets Department and the Water Department are hiring candidates who have completed a vocational program in building technology or engineering technology or two years of college in building construction technology, engineering technology, civil, mechanical, metallurgical or materials engineering, or architectural design. The role entails inspecting public works projects and making an impact on the infrastructure of our community. ABOUT THE POSITION

This is technical work, of limited scope and difficulty, performing tests and inspections of construction materials or the civil, electrical, or mechanical phases of public works projects to assure that work performed by contractors and manufacturers complies with contracts, plans, and specifications and meets current standards for work quality. Interpreting construction, contract, and permit requirements, and informing contractors and superiors of non-conformity to contractual agreements and construction and permit violations are significant aspects of the work. Work is performed under the supervision of a technical superior.

Minimum Requirements

Minimum Training, Education & Experience
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.

CIVIL SPECIALTY

OPTION 1:

  1. EDUCATION: Completion of two years of study at an accredited college or university with major coursework in building construction technology, engineering technology, civil, mechanical, metallurgical, or materials engineering, or architectural design. OR
    Completion of a vocational program at an accredited technical institute with major coursework in building construction technology or engineering technology.

OPTION 2:

  1. EDUCATION: Possession of the Construction Management Certificate issued by the City of Philadelphia demonstrating successful completion of the Street’s Department 10-course Construction Management Certificate Program. AND
  2. EXPERIENCE: One year of experience at the full-performance level performing engineering aide work or technical street and highway construction and repair inspection work.

OPTION 3:

  1. EDUCATION: Equivalent to completion of the twelfth school grade. AND
  2. EXPERIENCE: Two years of technical experience in:
    • The inspection of street and highway construction and repair projects as a Highway Construction Inspector 1 in the Streets Department.
    • The maintenance or construction of water, sewer, or stormwater infrastructure, or commercial building construction in a Philadelphia Water Department workforce development program.

Physical & Medical Requirements
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Required Licenses & Certifications
Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to, and during tenure of employment as a Construction Projects Technician 1 if required by the work assignment.
