General Definition

The City is hiring candidates with a master’s and two years of experience planning or monitoring Behavioral Health & Intellectual Disability Services programs. Candidates with a bachelor’s degree and additional experience are encouraged to apply.

About the Position

This role involves program analysis at the full performance level, with responsibilities in planning, developing, monitoring, and evaluating programs administered by contracted agencies providing public health services. Key areas include:

  • Behavioral Health & Intellectual Disability Services Specialty: Drug and alcohol addiction, mental health, intellectual disability services, or quality management and assurance.
  • HIV Diseases Specialty: HIV/AIDS public health programs.
  • Public Health Specialty: Chronic disease prevention, maternal and infant health, nutrition and physical activity, tobacco control, and youth wellness.
  • Police Department Specialty: Coordination and implementation of wellness programs to advance departmental strategy and improve outcomes.

Duties:

  • Examine and review program proposals and agency budget proposals.
  • Evaluate programmatic and operational activities.
  • Train agency personnel to conform to new policies and procedures.
  • Develop methodologies for information collection.
  • Contact public and private agencies to improve or develop services.
  • Report to an administrative superior.

Minimum Requirements

Education:

  • Master’s degree in social/behavioral sciences, education, human development, human services, nursing administration, public health, business administration, or public administration.
  • Bachelor’s degree with additional specific experience may be substituted for the education requirement.

Experience:

  • Two years of administrative, technical, or social work experience in public or private behavioral health or intellectual/developmental disability services programs.

Physical & Medical Requirements:

  • Ability to perform the duties and work in the environmental conditions required.

Required Licenses & Certifications

  • Submit a copy of official college/university transcripts, licenses, registrations, or certifications at the time of application.

Residency Requirement:

  • Must establish residency in Philadelphia for one year prior to appointment.

Veteran’s Preference:

  • Ten points for veteran’s preference will be added to eligible veterans who pass the examination.
