About the Position:
This is administrative occupational safety management work developing, modifying, implementing, and directing a comprehensive occupational safety program for a large operating department or for the Office of Risk Management on a citywide basis. Employees in this role supervise subordinate technical staff, develop and implement occupational safety programs, policies, and procedures, and manage state-mandated compliance and training programs, workers' compensation programs, and inspection, investigation, and analysis of department facilities for compliance with occupational safety standards.

Minimum Requirements:

Minimum Training, Education & Experience:

Candidates must meet the eligibility requirements within three months (by 10/26/24) of the application deadline to be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.

Option 1:

  1. Education:
    Completion of a bachelor’s degree program at an accredited college or university with major coursework in safety, health, environmental science, or one of the related physical/biological sciences.
  2. General Experience:
    Three years of personnel administration or industrial engineering experience, one year of which has involved investigating, analyzing, and evaluating program practices, operational or industrial processes, and employee injuries as they relate to industrial safety.
  3. Specific Experience:
    One year of occupational safety administration experience directing an occupational safety program for a large agency or in a small agency with a complex structural safety program.
    • OR
      One year as an Occupational Safety Administrator 1 in the Office of Risk Management.

Option 2:

  1. Education:
    Completion of a bachelor’s degree program at an accredited college or university.
  2. General Experience:
    Five years of experience in occupational safety and health administration or industrial hygiene, which has involved evaluating and addressing workplace conditions, practices, programs, and employee injuries.
  3. Specific Experience:
    One year of occupational safety administration experience directing or providing technical and consultative support for an occupational safety program in a large agency or in a small agency with a complex structural safety program.
    • OR
      One year as an Occupational Safety Administrator 1 in the Office of Risk Management.

Option 3:

  1. Education and Certification:
    Possession of an Advanced Safety Certificate (ASC) issued by the National Safety Council and an Associate’s degree from an accredited college or university.
  2. General Experience:
    Five years of experience in occupational safety and health administration or industrial hygiene, which has involved evaluating and addressing workplace conditions, practices, programs, and employee injuries.
  3. Specific Experience:
    One year of occupational safety administration experience directing or providing technical and consultative support for an occupational safety program in a large agency or in a small agency with a complex structural safety program.
    • OR
      One year as an Occupational Safety Administrator 1 in the Office of Risk Management.

Note for Option 3: Additional experience or industry-recognized certification may substitute for the associate’s degree on a year-for-year basis.

Physical & Medical Requirements:
Ability to physically perform the duties and work in the environmental conditions required of a position in this class.

Required Licenses & Certifications:
Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as an Occupational Safety Administrator 2.

Transcript and Certification Requirements:
Candidates must submit a copy of their official college or university transcript(s) indicating completion of the educational requirement and all certifications at the time of application. Transcripts must indicate conferment of the appropriate degree. Candidates with a degree from foreign colleges or universities must submit proof of degree as certified by a professional evaluation service. Candidates must submit a copy of their certification.
