General Definition

About the Position

This role involves social services work at the full performance level, including counseling, referral, placement, and adoptive functions for various populations. Responsibilities may include case management, assessing client and family needs, developing service or treatment plans, ongoing counseling, referral services, and placement actions. The position requires advanced independent judgment and understanding of professional principles and departmental standards. Interaction with individuals, families, and representatives of various agencies and groups is significant. Supervision is provided by a technical superior.

Minimum Requirements

  • Education: Bachelor’s degree in social work, social services, sociology, psychology, criminal justice, behavioral health, public health, human services, human or child development, education, or a closely related field from an accredited college or university.
  • Experience: Three years of post-bachelor’s degree case management work experience in social services related to children and youth, adults and the aging, and/or correctional rehabilitation.
    • Note: A master’s degree in Social Work may substitute for two years of experience.

Additional Requirement for the Bilingual Specialty

  • Language Fluency: Sufficient training and/or experience to speak fluently and clearly in English and the designated non-English language.

Physical & Medical Requirements

  • Ability to perform the duties and work in the conditions required for the position.
  • For positions at the Philadelphia Juvenile Justice Services Center: Ability to physically restrain youths and escort residents throughout the facility.

Required Licenses & Certifications

  • Valid motor vehicle operator’s license issued by the Commonwealth of Pennsylvania, if required by work assignment.
  • Department of Human Services Positions Only:
    • Development of Trainer (DOT) certification.
  • Philadelphia Juvenile Justice Services Center Positions:
    • Crisis Intervention and Behavior Management training certification within 120 days of appointment and annual recertification.

Other Requirements

  • Submission of college or university transcripts, licenses, registrations, and certifications at the time of application.
  • Compliance with City and Philadelphia Gas Works (PGW) debts and obligations as a condition of employment.

Equivalency Statement(s)

  • Equivalent combinations of education and experience may be considered, provided they include a bachelor’s degree in a relevant field.
