General Definition: The Philadelphia Water Department is hiring a Utility Public Affairs Manager specializing in Creative Design. This position requires a bachelor’s degree and five years of progressively responsible creative design experience. This role impacts the community of Water Department customers. About the Position

  • Role: Managerial level directing a major segment of the public affairs program.
  • Responsibilities: Planning, development, and implementation of programs to inform and serve water and wastewater customers. Managing strategic branding, marketing, and communications from concept to implementation. Directing customer research projects and participating in departmental policy development.
  • Supervision: Work is carried out through subordinate unit supervisors.
  • Significant Aspects: Includes customer information services, legislative and regulatory relations, creative design, customer assistance policy and programs, public relations, and educational programs.

Minimum Requirements

  • Education: Bachelor’s degree in Media, Communications, Graphic Design, or a closely related field.
  • General Experience: Three years of professional creative design experience, including responsibility for designing and producing educational, developmental, promotional, or informational material.
  • Specific Experience: Two years of leading creative design staff in an in-house capacity for a major utility.

Physical & Medical Requirements: Ability to perform duties in required environmental conditions.

Licenses & Certifications: Valid motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania before appointment and during tenure.
