 Olympia, Washington – Thurston County

The salary listed above includes the 3% pay increase that goes into effect on July 1, 2024.

This position may be eligible for telework.  The default assigned work location for this position is in Olympia, Washington.  Frequency of onsite work will vary based on business and operational needs.

With your experience, you will work to settle contractor claims and issues, monitors sub recipient activities, ensures contract reporting and close out activities are completed in a timely manner and as required.

You thrive on building collaboration and teamwork, working directly with WDFW program staff, the Department of Enterprise Services, the State Auditor and other state, federal, and local contract entities to ensure on-going compliance for all contractual documents.

You are excited to assist the Contracts and Purchasing Manager with special contracting assignments and with the development of complex new contracts and amendments as assigned.

 

Duties:

Here are some things you will do in this role:

Negotiates, Creates and Manages Contracts: 

  • Performs journey-level contract administration work with responsibility in the administration of all contract-related functions that are required by law, rule, or regulation. This includes negotiating with the proposed parties to any contract, agreement, grant, memorandum of understanding or other legally obligating document on terms and conditions. 
  • Prepares solicitations and coordinates the evaluation of bids and proposals with project managers who request contracted services within the scope of their program area. 
  • Obtains all necessary signatures of parties to contractual documents and ensures the contracts management system has all details before requesting final WDFW signature approval. 
  • Responsible for ensuring that all negotiated contracts and agreements for WDFW comply with State of Washington contract and legal requirements, applicable federal regulations, any special program requirements and all state purchasing and accounting regulations.

Procurements and Sole Source Contract Filings: 

  • Conducts any required procurements and performs analysis of proposals for responsiveness and cost factors.  
  • Utilizes the state’s procurement announcement system (WEBS) to publish bidder opportunities.  
  • Coordinates procurement evaluations with program staff.  
  • Publishes procurement results and coordinates vendor debriefings.

Contracts Management System: 

  • Advises agency staff on using the agency’s contracts management system to request contracts, monitor status, maintain accountability of assigned contracts, and request timely amendments or successor contracts.  
  • Advises the Contracts and Purchasing Manager on program needs for enhancement to the contracts management system.

Records Management and Public Disclosure: 

  • Prepares assigned contracts for the Records Center according to the state records retention schedule and agency procedures.    
  • Responds to public disclosure requests as assigned by the Contracts and Purchasing Manager according to agency procedures.

 
WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Office or telework.
    • Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time. 
  • Schedule:
    • Monday – Friday, 8:00 AM – 5:00 PM.
    • Flexible time schedules allowable based on office needs.
  • Travel Requirements:
    • Occasional and infrequent.
  • Tools and Equipment:
    • Personal computer.
  • Customer Interactions:
    • Regular interaction by phone, e-mail, and in person with widely varied customers.

 

Qualifications:

REQUIRED QUALIFICATIONS:

  • A Bachelor's degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field.

              And

  • Two (2) years of experience in negotiating, administering, or terminating government contracts; federal grants and contracts management; contract property acquisition and management; contract cost or price analyses; or contract compliance administration.

  • Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
  • A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for the required experience and education.
