Working under the direction of, and reporting to, the Emergency Services Department Head and Lead Hazards Analyst, Lawrence Berkeley National Laboratory (LBNL) Security & Emergency Services (SES) Division is seeking a Hazards Analyst to assist in the implementation of analytical requirements and contribute to deliverables within the Emergency Management, Safeguards & Security, and Fire Protection Programs.

 

Objectives of the Role:

As a Hazards Analyst you are a technical specialist whose expertise is utilized across the lab. A key subject matter expert you will work at the nexus of research and operations to ensure compliance with Emergency Management, Safeguards & Security, and Fire Protection Program requirements. Borrowing concepts from fields of engineering, chemistry, industrial hygiene, toxicology, and public health you will be working mainly to support the deliverables produced under U.S Department of Energy (DOE) Order (O) 151.1D. You will be responsible for identifying and analyzing the spectrum of hazards that could impact the lab, with  a specific focus on emergency and security planning for hazardous materials (biological, chemical, and radiological). The technical outputs of this role are vital to the laboratory’s ability to protect its employees and the surrounding communities from potential threats and emergency conditions.

 

Responsibilities:

  • Translate requirements within DOE O 151.1D and DOE O 470.3C to support the development and maintenance of technical reports, programmatic plans, and briefs 
  • Identify natural, technological, and human-caused hazards and characterize their potential impacts to the laboratory. 
  • Identify and screen hazardous materials (biological, chemical, and radiological) against the requirements of DOE O 151.1D and DOE O 470.3C
  • Assist with security asset identification and characterization essential to the completion of security planning documents  
  • Utilize concepts of dispersion modeling to analyze onsite and offsite consequences of actual or potential hazardous material releases.
  • Use geospatial analysis, wildfire spread modeling, explosion modeling, and other statistical software solutions to assist in hazards assessment and response activities 
  • Serve in an assigned on-duty/on-call position in the Emergency Response Organization (ERO) as a specialist in emergency identification, categorization, and consequence assessment, with the potential for 24/7/365 recall and assignment on extended hours or during nights, weekends, and holidays; whenever such events occur. 

 

Requirements:

  • A minimum of 2 years of experience; OR a Bachelor of Science degree in an appropriate engineering or applied science discipline from a college or university; OR an equivalent combination of relevant education and work experience for Level 2
  • A minimum of 5 years of experience; OR a Bachelor of Science degree in an appropriate engineering or applied science discipline from a college or university + 1 year of relevant work experience; OR an equivalent combination of relevant education and work experience For Level 3
  • Ability to review, interpret, and apply requirements.
  • Basic knowledge of mathematical formulas, computations, and data analysis.
  • An understanding of the basic chemical and physical properties of hazardous materials (biological, chemical, and radiological)
  • Basic knowledge of DOE O 151.1, National Incident Management System (NIMS), and the Incident Command System (ICS).
  • Demonstrated skills in technical writing or research-based writing. 
  • Ability to interpret and implement policies and procedures as well as produce professional technical reports, plans, briefs, and other well written documents
  • The ability to multi-task to produce results in a fast-paced changing environment involving competing priorities and deadlines.
  • Ability to obtain a California driver’s license
  • Basic knowledge in the maintenance, activation, coordination and support of activities in an operational Emergency Operations Center.

 

Desired Capabilities:

  • Experience in performing hazardous materials screening
  • Relevant experience in one or more of the following areas: emergency management, hazardous materials emergency response, environmental science, chemistry, biology, mathematics physics, atmospheric science, industrial risk management, fire protection, industrial hygiene, health physics. 
  • Basic knowledge of accident analysis and process safety engineering concepts
  • Basic knowledge of consequence assessment air dispersion modeling and simulation software such as NARAC, HotSpot, EpiCODE, Aloha, and Cameo.
  • Basic knowledge and experience using Geographical Information Systems (GIS) for the purposes of geographical analysis and map development. 
  • Relevant emergency management certifications: IS-100.b: Introduction to Incident Command System ICS-100, IS-200.b ICS for Single Resources and Initial Action Incident, ICS-200, IS-230.d Fundamentals of Emergency Management, IS-235.b Emergency Planning, IS-700.a National Incident Management System (NIMS) An Introduction, IS-800.b National Response Framework, An Introduction. 

 

Notes:

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position is expected to pay $100,404 - $122,712 annually, which fits into the full salary range of $89,244 - $150,612 for the job classification of SE7.2 (Level 2)
  • This position is expected to pay $127,272 - $155,544 annually, which fits into the full salary range of $113,124 - $190,896 for the job classification of SE7.3 (Level 3).
  • It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
