Juvenile Detention Center Director

This position is located at the New Hanover Juvenile 

Detention Center in Castle Hayne, NC. (New Hanover County)

Recruitment Range - $72,975-$81,855 
 

Position is required to be on call and available 24 / 7.   Facilities are operated 24 / 7 weekends & holidays.


                                                                                                                                      

The primary purpose of the Detention Center Director position is to manage the operations of a Division of Juvenile Justice & Delinquency Prevention detention center in accordance with all applicable statutes, policies, and procedures.

 

The Director position will oversee staff members who will be responsible for managing behavior, counseling, and supervising a fluctuating population of both male and female youth offenders. In addition, the Director position will oversee the ongoing collaboration between detention and court services in order to ensure the timely rendering of services for youth.

 

The emphasis of this position is on the safe housing of youth that are in secure custody under court order. The Detention Center Director position will be involved in hiring, training, and supervising all facility staff, and managing daily operations in all areas (budgeting, staffing, programming, physical plant, training).

 

The mission of the Juvenile Justice Section in the Department of Public Safety, Division of Adult Correction and Juvenile Justice is to reduce and prevent juvenile delinquency by effectively operating an integrated, comprehensive juvenile justice system that intervenes through education and treatment of youth in order to promote youth accountability, strengthen families, and increase public safety. The regional juvenile detention centers are an integral part of the juvenile justice continuum that provides temporary and safe custody of juveniles who are accused of conduct subject to the jurisdiction of the court who require a restricted environment for their own or the community protection while pending legal action.

The salary grade for this position is NC14.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

  • Considerable knowledge of the principles of administration involved in operating a secured facility.
  • Considerable knowledge of the characteristics of juveniles and laws relating to juveniles and  judicial proceedings.
  • Considerable knowledge of various modalities of counseling and rehabilitation of
     emotional/behavioral problems.
  • Skill in assessing juvenile needs.
  • Skill in establishing a rapport with a variety of treatment professionals, staff, and juveniles.
  • Documented experience providing leadership to organize and supervise the activities of a group of employees.
  • Documented experience relating to the population served, their families, and diverse public and private interest groups.

 

 

Minimum Education and Experience Requirements

 

Master’s degree in a human services or human services related field, criminal justice, or education, from an appropriately accredited institution and three years of experience in the treatment programming for youth, one of which must have been in an administrativeor supervisory capacity; 

 

OR

 

Bachelor’s degree in one of the above areas from an appropriately accredited institution and four years of experience as specified above, one of which should have been in a supervisory or administrative capacity; 

 

OR an equivalent combination of education and experience.

 


Necessary Special Qualifications:

Selected applicant must attend and successfully complete and pass the Juvenile Justice Officer Basic Training certification program. The certification requires four weeks to complete and is comprised of classroom and physically demanding training. This training is carried out at regional training centers and requires consecutive overnight stays. In addition the selected candidate must:\

 


· Have or be able to obtain required documentation for certification as a Juvenile Justice Officer (i.e. a diploma).
· Pass a Criminal Background check
· Pass a Drug Screening test
· Pass a Psychological test
· Pass a Sexual Risk Screening test
· Pass a Physical
· Be a US citizen
· Be at least 20 years of age
· Have a valid driver's license
