Job Summary

 

This position exists to develop, communicate, and implement improved systems for the Division of Parks and Trails (PAT) Resource and Asset Management (RAM) Section.  This position will serve as the section's statewide lead in providing organization, process improvement recommendations, and special project and program management leadership to the Division Leadership Team, PAT Regional Leadership Teams, as well as the section's staff who work in real estate transactions, fleet management, energy programs and resources, or facility and asset management.

Job duties include, but are not limited to:

  1. Developing continuous improvement systems for managing statewide resources and assets including conducting detailed analysis of workflow which includes the preparation and interpretation of flow charts.
  2. Implement improved work processes and communications flow with regional management teams, section staff, internal division staff, and customers.
  3. Prepare comprehensive program reports and informational pieces so department and division leadership are well informed and have factual information for basing high level decision-making.
  4. Coordinating the development, monitoring and management of the division Acquisition and Development Project Prioritization Application.
  5. Leading strategic process development, development of long-range work plans and targets, and budgeting decision-making processes.
  6. Supporting, coordination, planning and implementation in priority project areas, such as accessibility compliance, water and energy conservation and sustainable trails.
  7. Monitoring and supporting management of section budgets, spending plans and program funds.
  8. Developing and maintaining evaluation and reporting systems for grant reporting, program progress, and accomplishments.
  9. Recommending policies for specific programs that interface with RAM section oversight and division responsibilities.

This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change.  If approved, the employee would be required to complete a telework agreement. This position may] require reporting to the primary work location on an occasional basis for meetings, training, and onobarding.  

Qualifications

 

Minimum Qualifications

  • Four (4) years of project management and/or process improvement experience that includes research, analysis, and communication of data, and development of improvement plans.   
    • A bachelor's or advanced degree in Natural Resource Management, Parks and Recreation, Natural Science, Communications, Public Relations, Facilities Management, Outdoor Recreational Planning, Organizational Development, Public Administration, Business Management, Political Science, Social Science, or closely related field may substitute for one (1) year of above experience.
  • Experience in the bid process.
  • Experience in evaluating, managing and monitoring budgets.
  • Demonstrated ability to prepare and monitor annual statewide spending plans.
  • Demonstrated ability to develop division long-range strategic annual work plans.
  • Organizational skills to manage multiple projects and priorities.
  • Computer skills, including word processing, spreadsheets, and presentation software sufficient to create/prepare reports and presentations, manage databases, and track projects.
  • Strong analytical skills.  Ability to analyze complex issues, identify solutions along with advantages/disadvantages of options and make sound recommendations that are in the agency’s best interest.
  • Knowledge of requirements of applicable federal, state laws and rules and develop policy recommendations and procedures to assure program accountability.
  • Strong communication skills sufficient to effectively write reports and communicate with staff, senior management, legislators, internal customers and peers. Interpersonal/human relations skills sufficient to establish effective working relationships with managers, employees and external entities. 

Preferred Qualifications

  • Bachelor's or advanced degree in Natural Resource Management, Parks and Recreation, Natural Science, Communications, Public Relations, Facilities Management, Outdoor Recreational Planning, Organizational Development, Public Administration, Business Management, Political Science, Social Science, or closely related field.
  • Knowledge of the state procurement system.
  • Knowledge, training, and use of ArcGIS.
  • Advanced degree in Natural Resource Management, Parks and Recreation, Natural Science, Communications, Public Relations, Facilities Management, Outdoor Recreational Planning, Organizational Development, Public Administration, Business Management, Political Science, Social Science, or closely related field.
  • Experience with governmental budgeting or the legislative process.
  • Demonstrated skill in creative problem solving through collecting, organizing, and presenting data, along with persuasive communication.
  • Demonstrated ability to resolve problems and conflicts, and deal with change.
  • Ability to brief senior management on complex issues, so that informed decisions can be made.

Additional Requirements

This position requires an unrestricted Class D Driver’s license with a clear driving record.
