Investment Officer I, Investment Compliance

The CalSTRS Investments Branch is seeking an experienced individual to work as an Investment Officer I on the Investment Compliance team.

CalSTRS Investment Performance & Compliance team is comprised of two units: Investment Performance & Analytics and Investment Compliance. Investment Performance & Analytics ensures data accuracy through a robust examination, resulting in comprehensive performance reporting and analytics.  We provide oversight of performance data and cost measurement for Total Fund reporting, attribution analysis, composite construction, investment disclosures and Board presentations for CalSTRS global portfolio. Investment Compliance supports the Investment Branch by providing principles-based recommendations and safeguarding the assets of our members. The primary function is to monitor and implement compliance and ethics activities that enables the Investment Branch to comply with a comprehensive system of policies, processes and procedures designed to prevent, detect and reduce risks which is supported by a culture of integrity.

Under the general direction of the Associate Portfolio Manager, the Investment Officer I performs investment and financial analysis, assists in overseeing the operational complexities in managing the CalSTRS’ Investment Portfolio, and performs a wide range of analytical and technical work to support the critical functions of Investment Compliance.  The incumbent is responsible for performing complex duties requiring independence, confidentiality, creativity and discretionary judgement.

The ideal candidate will possess the following skills:

  • Knowledge of various investment transactions, investment accounting and investment life cycle
  • Knowledge of due diligence process from a compliance perspective
  • Experience working in investment and financial markets
  • Experience with portfolio management order systems, master custodian, and Bloomberg
  • Experience with broker dealers and investment advisors
  • Experience working with regulatory agencies (SEC, Department of Treasury, OFAC, FINRA)
  • Experience evaluating operational and compliance risk
  • Ability to interpret laws and regulations and prepare reports
  • Ability to effectively analyze information to develop and present appropriate and thoughtful recommendations clearly, both orally and in writing, to a wide range of audiences
  • Ability to prioritize and ensure deadlines are met
  • Ability to leverage technology to streamline and automate manual processes
  • Ability to maintain a high degree of diplomacy and tact while interfacing with a wide range of staff and external stakeholders
  • Ability to work effectively as an individual and as part of a team to support team, unit, and Investments Branch goals

An incumbent who possesses a professional certification as a Chartered Financial Analyst (CFA) may receive a 5% monthly base pay differential.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
