Latent Fingerprint Examiner

Job Summary

Under general supervision, is responsible for advanced technical level work in the science of fingerprint identification. Applies considerable advanced knowledge and skills in revealing the existence of latent fingerprint evidence, the positive identification of such evidence, and the subsequent legal presentation and testimony in various courts of law. Working conditions are primary inside an office environment with frequent exposure to laboratory conditions including hazardous materials, improper illumination, and unfavorable fumes, vapors and odors. Exercises no supervision.

Essential Job Functions

 

  • Maintains care and custody of latent prints obtained during criminal investigations.
  • Fingerprints suspects for Field Officers and Detectives.
  • Traces, enters, and verifies latent print suspect lists by minutia comparison in the San Antonio Police Department Automated Finger Print Identifications System (AFIS).
  • Maintains appropriate AFIS logs, reports, and required operator maintenance.
  • Conducts latent print examinations and photographs latent print evidence.
  • Classifies fingerprint cards according to the NCIC and Henry System of fingerprint classification, and conducts search of classified cards against cards in the City files with similar fingerprint classifications to verify identity.
  • Testifies in court regarding findings of comparison examinations.
  • Presents testimony in court establishing or verifying identity of habitual and repeat offenders in custody or previously in custody of Texas Department of Corrections.
  • Assists in the positive identification of deceased individuals.
  • Communicates with other agencies requesting fingerprint and palm print information for latent examinations.
  • Provides latent fingerprint services for other law enforcement agencies.
  • Completes the appropriate reports for all examinations and work done.
  • Trains newly hired Crime Scene Investigators in latent fingerprint investigations and techniques.
  • Assists with training newly hired civilian classifiers.
  • Performs related duties and fulfills responsibilities as required.

 

Job Requirements

 

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).
  • Four (4) years of experience in the classification, filing, and searching of known and unidentified fingerprints.
  • Two (2) years of experience in the comparison and verification of single fingerprints and partial fingerprints to full-set impressions for identification and/or elimination.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest
    for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

Preferred Qualifications

  • Knowledge of procedures and techniques used in latent print examination and comparison.
  • Knowledge of courtroom procedures and legal requirements involving the use of fingerprints as evidence and as testifying as an expert witness.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months.  One year of higher education is defined as 30 credit hours completed at an accredited college or university.
  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks.  If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

 

Knowledge, Skills, and Abilities

 

  • Knowledge of modern principles and techniques of fingerprint identification.
  • Knowledge of NCIC and Henry Systems of fingerprint classification.
  • Knowledge of rules of evidence, penal codes, and case presentation.
  • Knowledge of techniques for taking inked fingerprints and procedures for taking major crime case prints.
  • Knowledge of procedures to enhance fingerprints of deceased.
  • Knowledge of minutia recognition and pattern recognition.
  • Knowledge of advanced crime scene procedures relating to latent work.
  • Knowledge of fingerprint technology, to include powders, chemicals, vapors, lighting techniques, etc.
  • Knowledge of science of fingerprints and palm print examination and comparison.
  • Knowledge of file and latent evidence maintenance procedures.
  • Skill in utilizing Sirchie glass and fingerprint magnifier.
  • Skill in utilizing a personal computer and associated software programs.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Skill in operating enlarging equipment for AFIS and for examination.
  • Ability to interpret latent print evidence.
  • Ability to operate fingerprint stand and equipment.
  • Ability to trace 5X enlargements of latent prints on tracing paper.
  • Ability to communicate clearly and effectively.
  • Ability to use photographic equipment for AFIS and for examinations.
  • Ability to process deceased under adverse conditions.
  • Ability to obtain TCLEOSE instructor certification.
