Human Resources & Communications Director

Marinette School District is seeking an innovative, creative and collaborative individual to join our Marine Team as the Human Resources & Communications Director. 

 

The position will be responsible for providing leadership and oversight in developing, implementing and maintaining personnel systems to promote overall efficiency of the school system, and maximize the educational opportunities and benefits available to each child. 

 

Position is a year-round, 260 day assignment. 

 

Responsibilities Include: 

  • Serves as an administrative advisor and consultant to the District Administrator in matters of human resources.
  • Prepares and presents personnel related information to the Board of Education.
  • Prepares Human Resources office memos, correspondence, reports, and other documents as needed.
  • Maintains a calendar for human resources making appropriate arrangements for meetings, conferences, interviews and other events.
  • Responds to Human Resources telephone and electronic inquiries in a timely manner, referring queries as needed.
  • Assists with the setup, implementation, training, administration and development of the district’s absence management and evaluation systems. 
  • Conducts job analysis, salary and benefit studies in collaboration with the Finance Director.
  • Monitors student enrollments and projections and forecasts staffing needs.
  • Provides detailed staffing information for purposes of developing the annual budget.
  • Assists in communicating payroll and benefit information and adjustments. 
  • Establishes and monitors the effectiveness of the district’s hiring, onboarding and offboarding activities. 
  • Recommends, reviews, and designs all job application forms used by the district, ensuring their compliance with state and federal statutes and Board policies.
  • Markets the school district as a prospective employer and promotes the public image of all staff: administrators, teachers, support staff.
  • Posts internally and advertises job openings with appropriate agencies to elicit the greatest response.
  • Compiles applicant information completing initial screening for completeness and appropriateness.
  • Maintains files of all job openings, interviews, and follows up with appropriate correspondence.
  • Maintains ongoing communication with schools of education, similar institutions, and other organizations/ agencies as likely sources of personnel.
  • Assists with coordination and implementation of the new teacher induction program.
  • Develops brochures, handbooks, and other materials which provide information as to the district's mission and policies, and helps socialize the new employee into the district.
  • Assists with employee supervision/ evaluation documentation, supports staff improvement efforts, and assists with employee disciplinary actions.
  • Assists in the design and implementation of strategic staffing efforts and planning to meet the needs of the school district. 
  • Oversees staff engagement efforts and activities in collaboration with administration, and progress monitors data to provide guidance and direction related to improvement efforts. 
  • Serve as a coordinator of Title IX, and assists District Administrator with complaints/grievances that are not  resolved at the supervisor level to reach efficient and effective solutions.
  • Assists District Administrator with legal interventions to prevent litigation.
  • Provides notification about contract and salaries to employees.
  • Assists administrators in wage negotiations with employee groups.
  • Develops and maintains a system for personnel records for all district employees, in order to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfer, tenure, retirement, leave, promotion, etc., providing information upon request.
  • Processes and provides information related to leave of absence requests, workers compensation and unemployment claims. 
  • Provides leadership and oversight of board communication goals, actions and progress monitoring to ensure the implementation of a strategic communications plan both internally and externally.
  • Develops and facilitates ongoing professional development around the district’s Customer Service Standards, and monitors effectiveness and implementation of the service model. 
  • Coordinates and facilitates professional learning and development opportunities for district and building Administrative Assistants. 
  • Directs and oversees district-wide communications efforts and fulfillment of communications agreements by reviewing quality of social media posts, E-Newsletters, and website content and design, and provides appropriate coaching as necessary. 
  • Oversees the development and distribution of the bi-annual community newsletter to ensure quality and consistency of key messaging. 
  • Assists with strategic district marketing tactics including development and distribution of content to support positive enrollment trends and positive district brand. 
  • Manages and oversees the district’s primary social media accounts, website and staff E-Newsletters. 
  • Works collaboratively with internal and external stakeholders and consultants to ensure communications commitments are being satisfied. 

 

Qualifications: 

  • Bachelor's degree or certificate in Human Resources, Business, Leadership Education or other relevant field
  • Minimum of three years experience in Human Resources or related field 
  • Prior experience in an educational setting preferred, but not required
