Essential Functions

30% Subject to management approval, serves as the State Based Marketplace Information Technology Officer for the Department of Innovation & Technology (DoIT) supporting the Department of Insurance (DoI):

  • Develops, recommends, and implements, through approved DoIT processes, all technology standards policies and projects evolving from new laws associated with professional licensing and enforcement program activities that impact the Department of Insurance related to the State Based Marketplace. Formulates goals and objectives for information technology programs aligned with the State Based Marketplace and DoIT standards.
  • Develops administrative processes and procedures utilized in organization and staff management, and budgetary preparation and control.
  • Analyzes and evaluates operations, programs, methods, rules, and regulations.
  • Serves in an advisory capacity to the DoI CIO and State Based Marketplace Director regarding program development, technology solutions, budgetary status, and other program-related matters.
  • Reviews and analyzes technology solutions and open-architecture to ensure they are extensible, reasonable, maintainable, policy-flexible, and in the best interest of future directions made by the State of Illinois.
  • Researches partnering with other entities for integration opportunities that meet State and DoIT standards and support the Illinois SBM which will allow for lower operating costs, leverage product innovation to expand and enhance coverage, as well as improve outreach and enrollment within the State.
  • Monitors and follows the Federally Facilitate Marketplace (FFM) track for continued development and evolvement and how it can affect and/or improve the technical innovation of the State’s SBM.
  • Manages the data governance for State Based Marketplace application.
  • Assists the DoIT-DoI CIO, DoIT technical leaders and DoI Marketplace Director in ensuring the Illinois Health Benefits Exchange maintains proper information technology and cybersecurity controls.
  • Monitors state and federal marketplace related actions and analyzes current and future IT issues and risks.
  • Prioritizes tasks based on agency needs, ensuring adherence to all strategic plans and security related policies.
  • Conducts extensive research to develop special and ad hoc reports based on findings for the DoI SBM Director and DoIT Leadership
  • Provides DoIT Leadership and the DoI SBM Director with recommendations based on research findings. 
     

25% Serves as the Technical Lead for the State Based Marketplace at various internal and external meetings, often of a sensitive and confidential nature:

  • Represents DoIT in complex and controversial matters related to information technology programs.
  • Represents DoI in discussions with state and federal agencies on IT issues affecting both DoI and other agencies.
  • Attends and participates in internal and external meetings, forums, and conferences, including multi-state technology collaborations, regarding various shared services models, same technologies, vendors and insurance/marketplace trends which may be relevant to the integration and maintenance of the Illinois SBM.
  • Engages with members of DoIT Leadership on potential legislative issues or other potential challenges.
  • Builds relationships and knowledge sharing with SBM counterparts in other states.
  • Coordinates reviews with DoIT Leadership for software development, computer services, hosting, as well as any other requirements.
  • Participates and provides input in top-level management meetings.

20% Serves as a Project Lead:

  • Serves as a Project Lead for the architecture, design, build, testing and acceptance of technology solutions.
  • Meets with users to discuss and collaborate on the development and implementation of projects related to technical needs.
  • Conducts strategic planning and coordinating of IT projects and IT security implementation.
  • Determines feasibility, prepares cost, timing and equipment requirements.
  • Engages with vendors to uphold all predefined expectations regarding project management, data stewardship, and reporting.
  • Reviews the progress of system development and implementation to ensure that user-committed time targets are met.
  • Leads technology quality assurance, release, and change management of technology solutions while maintaining focus on efficient and timely project delivery.
  • Manages through subordinate staff, testing and implementation of system modifications.
  • Consults with management, users and staff regarding system or program problems and collaborates with staff to develop solutions.
  • Directs development of bids for services, analyzing user requests and data to determine needs, and researching workforce needs.
  • Provides recommendations for contractual bids to vendors.
  • Provides status updates on the progress and challenges of programs and projects to DoI leadership and DoIT-DoI Chief Information Officer (CIO).
  • Manages, monitors and directs subordinate vendor activities to ensure that final technical decisions are implemented and adhered to satisfactorily, while ensuring all are in compliance with standards, laws, regulations and policies.
  • Manages and monitors timely review of all qualified and required DoIT and DoI vendor deliverables.
  • Mediates technology disputes or decisions across vendor teams.
  • Manages vendor relationships, evaluating and advising on proposed Requests for Proposal (RFP).

 

15% Supervises contractual staff:

  • Monitors provisions of contractual agreements, ensuring all provisions are adhered to.
  • Assigns and reviews work.
  • Provides guidance and direction to staff.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes goals and objectives.
  • Approves time off.
  • Effectively recommends discipline, including recommendation of discharge.
  • Determines and recommends staffing needs.
  • Effectively recommends termination or renewal of contract.

 

5% Keeps abreast of new developments in the Information Technology and Insurance related field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations

 

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college with coursework in management information systems, computer systems, information technology or directly related fields.
  2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in computer-based management information systems
  3. Requires three (3) years of experience supervising professional IT staff
  4. Requires three (3) years of experience managing IT vendors and associated enterprise application projects

Preferred Qualifications (In Order of Significance)

  1. Seven (7) years of professional experience managing information systems and enterprise applications.
  2. Five (5) years of professional experience managing, vendor-led enterprise application projects including but not limited to developing, implementing, and enforcing new and revised policies and procedures associated with professional licensing and enforcement program activities.
  3. Five (5) years of professional experience analyzing technology solutions and open architecture to ensure they are in the best interest for a large organization.
  4. Three (3) years of hands-on, professional experience in delivery of cloud computing services.
  5. Three (3) years of professional experience with data governance and management in large-scale enterprise applications.
  6. Three (3) years of professional experience developing administrative procedures and processes utilized in organization, staff management and budgetary preparation and control.
  7. Two (2) years of professional experience analyzing and evaluating operations, programs, methods, rules, and regulations.
  8. Ability to develop and maintain effective relationships with associates, vendors, clients, and others.
  9. Ability to analyze administrative problems and adopt an effective course of action.
  10. Developed verbal and written communication skills to present technical information with clarity and precision

  8. Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  9. Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
  10. Requires the ability to lift and carry objects or equipment weighing up to 10 pounds. This is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
