Job Summary

 

Telework is available and negotiated at the time of hire. There may be a weekly in office requirement to support New Employee Orientation. Additional in office duties may be required at the discretion of management. Employees are required to complete a telework agreement.

The position will contribute to a positive applicant and employee experience at the Minnesota Department of Revenue (MDOR).  The Human Resources Specialist 1 will provide professional human resource management services to support to MDOR's management and staff in the following areas: 

  • Conduct job classification audits and provide oversight and guidance in accordance with established policies and procedures to ensure positions are appropriately classified.
  • Coordinate/Facilitate candidate selection activities for assigned divisions to ensure that positions are filled with qualified individuals within the scope of applicable policies, laws, rules, and contract/plan language.
  • Coordinate the New Employee Orientation (NEO) program to welcome and support to new employees as they transition into their roles at Revenue.

Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.

Qualifications

 

Minimum Qualifications

  • Two (2) years of professional or technical Human Resources experience*
    • *Bachelor's degree in a closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience
  • Experience in staffing functions such as: creating job postings, job analysis, or related functions.
  • Experience recruiting, sourcing and promoting employment opportunities.
  • Experience screening applicants within an HRIS (Human Resources Information System) applicant tracking system such as PeopleSoft.

Applicants will be further evaluated for the following minimum qualifications via interview:

  • Communication and human relation skills to handle sensitive, controversial, and confidential issue.
  • Demonstrated ability to build relationships and work productively with a variety of customers, partners, and stakeholders.
  • Ability to set priorities, plan and organize work.
  • Computer skills including Microsoft Excel, Outlook, PowerPoint, SharePoint, and Word.

Preferred Qualifications

Experience in the following:

  • Presenting to groups of all sizes.
  • In an HR office working with diverse populations to promote and enhance diversity, inclusion and equity.
  • Participating in continuous improvement projects that resulted in improved and efficient workflow.
  • Analyzing and/or recommending compensation decisions.
  • Administration of union/labor contracts related to personnel transactions or vacancy filling.
  • Public sector industry or government entities

Physical Requirements

Sitting for long periods at a time, occasional moving of articles such as boxes, hard copy files, and laptop computer.

Additional Requirements

Prior to an offer of employment, a background check will be conducted. This will include, but is not limited to, checking degrees and licensures, criminal history, and tax filing and payment history. All individual income tax filing and payment obligations must be current prior to interviewing for this position.
