Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented
individual to serve as Chief of the Office of Child and Family Policy. Subject to management approval, this position will
direct and control the operation of the policy analysis program, providing expert clinical review and consultation regarding
proposed policies and procedures. The position will manage the scope and format of the policy analysis program and
provide oversight of professional and administrative staff. This position provides a great opportunity for someone who is
detail oriented and interested in providing leadership in the review of policies impacting the Department’s operations and

Job Responsibilities

  1. Serves as Chief of the Office of Child and Family Policy
  2. Directs, coordinates, and develops a policy and procedure review clearinghouse
  3. Serves as full line supervisor of subordinate supervisory staff
  4. Directs the review and analysis of all Departmental policies and procedures to ensure compliance with state
    statutes and federal regulations
  5. Represents the Department before other state agencies and governmental entities, private and public
    organizations, and other community and professional groups
  6. Manages and coordinates the ongoing review of agency procedure manuals and bulletins
  7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
    above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  2. Requires four years of professional experience in the evaluation of complex managerial and administrative policies and
    procedures.
  3. Requires three years of supervisory experience in an administrative, regulatory, or governmental setting.

Preferred Qualifications

  1. Prefers four years of professional experience managing or conducting the drafting and development of policies, rules, and
    procedures in a public or business organization.
  2. Prefers completion of a master’s degree.
  3. Prefers four or more years of experience supervising professional staff in a public or business organization.
  4. Prefers three years of professional experience reviewing proposed legislation to determine its potential impact on the
    policies of a public or business organization.
  5. Prefers four years of professional experience conducting planning activities on statewide basis in a management capacity.
  6. Prefers three years of professional experience conducting community outreach as a representative of a public or business
    organization.
