Job Summary

 

Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.

The Property Tax division helps ensure the proper administration of the state’s property tax laws. It plays a key role in the property tax process through its interaction with county government by overseeing the administration of the property tax system, ensuring fairness in assessment, distributing funds accurately, and educating local officials and the public about how the property tax system works. This division is unique in that Minnesota property tax is a local tax, primarily administered at the county level. Its primary customers are the counties, cities, and local officials throughout the state that directly administers and collects property taxes.

This position serves as a program administrator within a team that administers the activities of statewide programs with over $1 billion in impact, and ensures compliance efforts, procedures, and systems in the administration of the Minnesota property tax system. As an administrator, you will be the internal and external point of contact for state-paid aid programs; provide outreach and guidance to county administrators at all levels of government and provide comprehensive and professional subject matter expertise to ensure uniform application of property tax laws statewide. Additionally, you will ensure that thousands of state taxing jurisdictions (counties, cities, towns, and special taxing districts) have access to administrative guidance, which provides taxpayers across the state equal treatment under the law. This position also provides expert information to guide and lead the various statutorily mandated state property tax and state aid certification forms including Truth in Taxation Compliance, Police State Aid, and Aggregate Materials Tax to ensure compliance with state law. Lastly, you will provide expert-level information on personal property tax delinquency, collection methods, and related issues to provide guidance to counties to ensure compliance with state law.

Qualifications

 

Minimum Qualifications

  • One (1) years’ experience with professional tax research, tax administration, public administration, or a related field.
  • Proficiency in computer and technology, such as Microsoft Outlook, Excel, SharePoint, and Teams.
  • Must have a valid Class D driver's license or reliable transportation.

Preferred Qualifications

  • Professional-level experience performing the property tax functions within an Auditor Treasurer office.
  • Professional-level experience working with Minnesota’s property tax laws.
  • Bachelor’s degree in public administration, accounting, or any other related field.

  • Strong organizational skills sufficient to prepare and maintain files in a logical fashion and appropriately prioritize work assignments. 
  • Effective oral and written communication skills sufficient to present ideas, explain complex and technical information in a manner which can be easily understood by the public, and to communicate effectively with technical experts and team members.
  • Ability to read and interpret information sufficiently to develop and deliver written materials.
  • Communication skills sufficient to effectively deliver information to a broad range of customers.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements
