Job Responsibilities

This position is accountable for assisting in the development and implementation of the department's statewide Capital Improvements Program.

Capital budget managed: $110 million annually
Five-year plan budget: $500 million

This position reports to the Capital Improvements Programming Unit Chief. There are no subordinates reporting to this position.

This position is responsible for reviewing, compiling, and maintaining detailed records in support of the department's Capital Improvements Program. Capital Improvements Program projects undertaken by the department include all projects associated with permanent improvements to existing facilities including construction and maintenance of buildings, building additions, district headquarters, construction/rehabilitation of salt domes, construction of parking areas, and other projects determined to be eligible for funding. The incumbent provides support activities to the Capital Improvements Section to facilitate the efficient administration of the annual and 5-year Capital Improvements Programs.

Typical problems encountered by the incumbent include keeping accurate documentation of all renovations, remodeling, and new construction projects through each phase of completion. These files must be maintained after project completion to track building repairs and any warranty certificates. The greatest challenge is providing the necessary program support for the department and implementation of a statewide 5-year Capital Improvements Program.

The incumbent composes correspondence to the Capital Development Board (CDB) setting forth capital improvement proposals and priorities. The incumbent compiles and organizes all support data for the Capital Improvements Section so scheduled project meetings are conducted in an orderly and efficient manner. The incumbent coordinates the 5-year Capital Improvements Program through the COB and district Bureaus of Operations. The incumbent assists in the extensive final review of projects to ensure that all provisions of the contract have been met and recommends payment. The incumbent also prepares reports, answers audit inquiries, and updates databases as required.

Job Responsibilities Continued

The incumbent has general latitude to accomplish accountabilities. Matters of a unique or sensitive nature or problems that cannot be resolved independently are referred to the Capital Improvements Programming Unit Chief with recommendations for resolution. The incumbent is constrained by all applicable departmental/state/federal policy, practices, and guidelines.

Internal contacts are with the Bureau Chief of Business Services, Director of Finance and Administration, office directors, bureau chiefs, and regional engineers. External contacts include the COB, contractors, and vendors. Occasional statewide travel with overnight stays is required.

The effectiveness of this position is measured by the incumbent's ability to assist in accurately planning, organizing, and securing funds to implement an efficient Capital Improvements Program.

Principal Accountabilities

1. Organizes and tracks internal/external projects included in the 5-year Capital Improvements Program.
2. Coordinates the 5-year Capital Improvements Program through the COB, district Bureaus of Operations, and Illinois Department of Transportation (IDOT) leadership.
3. Completes appropriate inventory forms for all property acquisitions.
4. Maintains project files for future warranty and repair work.
5. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
6. Performs other duties as assigned.

Qualifications

Position Requirements

  • Education/Experience
  • Completion of a bachelor's degree majoring in business, public administration, or construction management; OR
  • Completion of two years of college plus two years of experience in establishing and monitoring contracts in finance activities, managing re-appropriated funding and financial forecasting of a multitude of projects over multiple fiscal years, procurement, programming projects, cost budgeting, project management, or a combination thereof; OR
  • Six years of experience in establishing and monitoring contracts in finance activities, managing re-appropriated funding and financial forecasting of a multitude of projects over multiple fiscal years, procurement, programming projects, cost budgeting, project management, or a combination thereof
  • Valid driver's license
  • Occasional statewide travel with overnight stays
