The Aftermarket Parts Certification and Audit Branch within the Emissions Certification and Compliance Division is looking for a highly motivated, results-driven Air Resources Supervisor I to lead the Aftermarket Advanced Technology Section (AATS). AATS is responsible for evaluating add-on and modified parts, aftermarket advanced technologies, new aftermarket catalytic converters, highway motorcycle emission critical parts, retrofit systems, and other types of aftermarket systems to determine their impact on vehicle/engine emissions. The evaluation process involves design of test programs, engineering assessment, and analysis of emission test data. The section also issues experimental permits, conducts special studies related to emissions impacts of aftermarket parts. AATS is at the forefront of assessing innovative aftermarket products as far as their compliance with the various regulations and procedures that AATS is responsible for implementing and supporting. Major responsibilities of AATS also include identifying and researching future aftermarket needs, staying abreast of developments in engine and emissions control technologies (including catalyst design), designing and managing confirmatory and audit test programs, coordinating with internal and external stakeholders, and regulatory support and development.  

The successful candidate will have knowledge of emission standards and other emission-related regulatory requirements applicable to vehicles and engines sold and operated in California, an understanding of engine and emission control technologies used in on-road and off-road mobile sources, the ability to communicate effectively and clearly with internal and external stakeholders, excellent time management skills, and strong program management and leadership skills. The candidate will also understand and successfully negotiate solutions to sensitive issues with tact and diplomacy and be comfortable managing remote/telework staff. The ARSI will direct and evaluate complex technical studies to monitor effectives of existing programs and develop methods to improve the effectiveness of the programs both from a technical and administrative viewpoint. This position will require a candidate who is able to manage multiple projects and deadlines and can make sound policy and technical decisions and recommendations.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
