Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

**Currently, this position operates under a hybrid telework plan of two days in the office and three days of telework. The initial training period for this position will require the candidate to work 100% in the office.**

The State Water Resources Control Board’s Division of Administration Services has an opening for a Senior Accounting Officer (Specialist) in the Accounting Branch. The position is located at 1001 I Street, 18th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Duties:
Audits, analyzes, and prepares for payment for U.S. Bank Central Travel Account (CTA), PCard, Wex Bank, purchase orders, service orders, training request forms, and other miscellaneous purchase documents to ensure costs are allowable and appropriate.  Obtains invoices, reports and other required information by accessing vendors online including U.S Bank Access, U.S. Bank Admin Console, Concur, and iBank. Audits, analyzes, and processes expense advances, utility invoices, and other miscellaneous invoices.  Courteously answers inquiries regarding multi-funded expenditure allotments, invoice dispute notifications, payment penalties, purchase records, and accounts from administrative officers, program managers, vendors, and control agencies. Prepares FI$Cal input forms to post to the appropriate general ledgers to establish encumbrances, liquidate encumbrances and create claim schedules/vouchers. Audits and utilizes CalATERS to process travel advances, travel expense claims and supporting documentation by applying CalHR Regulations, Bargaining Unit MOU’s, Management Memo’s, and Water Board Policy. Reviews quality of work processed by lower-level accounting staff to maintain effective control, accountability, and timeliness. Prepares monthly reconciliations and year-end accrual account reconciliations.

The Accounting Branch supports multiple funds, programs, State and Regional Water Boards as well as Drinking Water Offices throughout the State of California. This is a great opportunity for someone who is possibly interested in starting a state accounting career. The Water Board Accounting Branch provides a team environment with training and mentoring. The challenge and complexity of accounting for the many Water Board programs leads to great experience and upward mobility.

Overtime during peak periods, such as yearend, may be required.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
