The Department of Revenue is looking for a self-motivated individual with great communication skills, problem-solving skills, and an interest in IT project management to lead a team of technology "translators". 

Remote/Telework up to 60%. Note: After completion of probation, you can gradually increase up to 60% based on performance and workload needs. Position Summary

As a working manager in the Audit Bureau, you will be responsible for leading, mentoring, and directing a team of business analysts as well as leading key projects. You and your team will work with audit staff to understand their business needs and to identify opportunities to improve how we do business through the effective use of our available technology as well as develop training and materials for staff in the use of technology. You will use your knowledge of our integrated tax IT system and business user needs to design the best possible solution, in cooperation with IT developers, and will then help to ensure that the project is implemented successfully by establishing testing and evaluation standards and communicating the results and any requests for changes to developers. You will also look at how the Audit Bureau currently does business, and using your knowledge of our system's capabilities, identify ways to help staff do their work more efficiently through automated solutions or by leveraging existing or adapted IT system functionality. The team will use existing tools, or develop new ones, to help us measure whether the changes that we're making are effective. 

Individuals in this role will need to be comfortable with technology and excel at working independently to solve complex problems. This person must be curious, engaged, and an effective communicator with both specialized business users and technology experts. To be successful, they must be interested in learning and mastering complex IT systems from a user's perspective as well as specialized policy areas like audit procedures and some tax law.

Salary Information

Starting salary will be between $30.82 and $50.83 per hour, depending on experience and qualifications, plus benefits. For information on state benefits click here.  Current state employees' pay will be set in accordance with pay upon appointment provisions for the compensation plan for broadband 81-02.  A two-year Career Executive trial period may be required.

 

Job Details

The department will conduct a background check, fingerprint check and tax compliance check prior to making an offer to hire.  Interview results may be reused in accordance with the State of WI interview reuse policy.

Qualifications

Minimally qualified candidates will have:

  • Evaluating technology systems and/or IT processes, policies, or procedures to identify improvements.
  • Writing business requirements or working on a team that develops business requirements that document the current state and/or identify the desired future state of a process or function in. terms that can be understood by both stakeholders and IT development staff/programmers.
  • Developing test case scenarios and/or conducting user acceptance testing (UAT).
  • Collaborating with others to complete group projects or initiatives. 

Well-qualified candidates will also have:

  • Supervisory experience.
  • Experience analyzing data and designing reports and/or dashboards.
  • Project management experience.
  • Experience developing a business analysis for an IT project. 
  • Experience with WINPAS, DOR's integrated tax system.
