The State Water Resources Control Board’s Division of Financial Assistance has an opening for an Associate Governmental Program Analyst in the Special Funds Fiscal Unit. The position is located at 1001 I Street, 17th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

The State Water Resources Control Board’s Division of Financial Assistance is seeking motivated analysts to join a high performing work environment where staff, customers, and business partners are respected and valued. Duties: Under the direction of a Staff Services Manager I, the Associate Governmental Program Analyst serves as a member of the Special Funds Fiscal Unit that is responsible for Division of Financial Assistance’s (DFA) fiscal administrative functions. The administrative functions include but are not limited to: Analyze fiscal information for the various programs with DFA such as but not limited to state and federal funded water quality programs and related state operations. Make recommendations as needed to budgetary needs, compliance within programs and revisions needed in the Governor’s budget. Review policies and procedures and develop alternatives to enhance program productivity. Design and implement a multi-year budgeting model in coordination with program staff. Analyze fiscal data collected and prepare cash flow analyses to measure risk and make reliable forecasts for all programs within DFA. Work with various control agencies such as Department of Finance (DOF) and other state agency staff to prepare the more complex responses to a variety of program related questions for DFA and on-going Budget Drills. Provide assistance to Program staff in preparing Budget Concept Papers, Budget Change Proposals (BCPs) and Finance letters (FL).

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
