The selectee is responsible for managing and promoting assigned Federal-aid Highway Programs within Montana. The incumbent promotes, coordinates, and implement's FHWA safety policies and procedures. The employee provides engineering stewardship and oversight at various junctures of project and program delivery of Federal-aid Highway infrastructure projects within Montana.

The Program and Project Delivery Highway Civil Engineer selectee: 

  • Serves in a leadership role, working with state, local, and tribal governments statewide to coordinate, promote and implement FHWA highway safety programs in the areas of intersection design and operations, roadway safety audits, safety countermeasures to mitigate specific crash types, safety management systems, traffic control applications, work zone safety, evaluation of projects and corridors for safety, highway safety improvement programs, and strategic highway safety plans.
  • Promotes the consideration of highway safety issues as a routine part of project development in other Federal‐aid Highway Programs, with particular emphasis on metropolitan planning organization (MPO) and rural planning organization (RPO) plans and programs.
  • Conducts or participates in the conduct of comprehensive studies and analyses regarding highway safety problems/issues and evaluates effectiveness of highway safety programs and methods, persuasively presents findings and recommendations and follows‐up on implementation efforts.
  • Reviews final plans, specifications, and estimates (PS&Es) to assure adequacy of engineering aspects, environmental aspects, and appropriate conformity to policy and procedures and eligibility for Federal aid, including contract provisions, safety features, and specifications.
  • Leads teams or participates in oversight activities, such as process reviews, and in‐depth documentation reviews of Federal‐aid programs; advises on problems and deficiencies, prepares reports and in‐depth analysis, coordinates corrective actions, reviews and evaluates practices, and shares innovative practices, procedures, and technologies. Participates in assessing State programs for effectiveness and compliance.

The ideal candidate is a mid‐career engineer and motivated individual with experience implementing Statewide Federally Funded highway safety programs and managing the delivery of a program of highway projects utilizing knowledge of safety standards and requirements.

Additionally, the ideal candidate has experience conveying ideas and concepts to persuade others in meetings, discussions, and in writing.
