Program Analyst IV

Education:  High School Diploma or GED

 

Months/Years of Experience:  Thirteen (13) years in one or more of the following science, engineering, testing and programmatic disciplines / analyses:  Strategic Planning, Computer Systems, Cost Estimating, Functional Analysis, Logistics Functionality, Military Weapon Systems, Operations Research, Test and Evaluation Program Analysis, Research Science, Systems Simulation, Training Systems, Information Technology, Cyber/Network Security.

 

Required Qualifications:  U.S. Citizen.  Security Clearance.

 

Skills Needed:

*Knowledge of PRTR testing regulatory requirements and related compliance

*Knowledge of PRTR Range Operations

*Experience with PRTR Test Planning and Coordination

*Experience with SOP review/comment/approval processes

*Experience training Range Safety and Range Control Functions

*Experience as Firing Director

Desired Qualifications:

*Familiarity with DoD or Navy procedures and regulations, policies, and procedures

*Coordinating Projects

*Gathering and analyzing data and information regarding military weapons systems or Test and Evaluation assets

*Reviewing technical documents and writing narratives

*Compiling statistics and data for projects

*Support and coordination of Demonstrations and VIP events

*Managing the execution of inspection and maintenance programs, tracking system management

*Creating, monitoring, and maintaining audit files for program compliance

*Developing and leading process improvements, developing recommendations and procedures for improving efficiency

*Analyzing and reporting business activity and compiling statistical reports

 

Duties:

*Range Safety Lookout, Range Control Console Operator

*Record all ammunition transfers, testing, and closures

*Communicate to Naval Dispatch Washington and other agencies when public roads and ranges are closed for testing

*Ensure EMCONS (Emission Controls) are in place before granting permission for explosive operations

*Responsible for activating, monitoring, and closing restricted airspace

*Monitor static meters and take necessary action

*Perform SIPS (sound intensity predictions) utilizing software and record readings

*Monitor cameras to keep firing ranges clear

*Ensure the range is clear for firing

*Set-up and operate sirens and firing boards

*Monitor and control access to test sites

*Ensure all safety equipment is operational

 

Comments:  Compliance with health mandates as dictated by the contract may be required as a condition of employment.
