JAG Program Manager

Workforce Development Services – Region 8 – Bloomington, IN 

 

Vincennes University – Region 8, is seeking applicants for the JAG Program Manager position. This is a full-time, professional staff position, based out of Bloomington, Indiana. 

The JAG Program Manager is an exempt professional, non-tenure level position with Vincennes University. The JAG Program Manager is responsible for coordinating, developing and overseeing all operations for the Jobs for America’s Graduates (JAG) program. Responsibilities include the planning, developing and implementation of program design, program activities, daily operations and program expansion. JAG Program Manager is expected to provide daily guidance, support, direction and supervision for all staff within the JAG program. JAG Program Manager will act as community liaison and be expected to develop relationships with a wide variety of community partners including regional high schools, post-secondary schools, local and statewide training opportunity providers, Regional Operator, WorkOne WIOA/DWD staff members and the South Central Indiana Workforce Development Board. 

Duties and Responsibilities:

 

  • Responsible for all JAG program compliance parameters to include JAG program model as specified by Department of Labor, Department of Workforce Development and the regional Workforce Development Board. Responsible for the day-to-day management of the JAG program in Region 8.
  • Ensure Region 8 meets all service delivery goals and objectives of JAG/WIOA programs to include implementing policies and procedures related to accuracy/quality of service delivery.
  • Supervises the Region 8 JAG Coordinator/Team Leader and all JAG Specialists. 
  • Coordinates all intake procedures and processes for JAG program and prepares administrative reports as directed
  • Become familiar with operational issues affecting staff, partnerships and operational flow as related to each unique area county High School…offer guidance and advice to all staff when needed and address problem areas. 
  • Assess and identify staff level of operational competence and program knowledge, collaborate with identified regional training manager to address training needs.
  • Maintains communication and develops partnerships with participating high school administration and guidance department staff. 
  • In close collaboration with the Executive Director of Workforce Services and the Regional Fiscal Officer, ensures budget compliance and fiscal accountability. 
  • Meets the requirements of the JAG program, including all statutory, regulatory and contractual requirements. 
  • Provide encouragement, support and technical assistance for each JAG team member to increase the chances for each school program to successfully meet JAG enrollment and performance goals. Provide feedback for management staff to implement corrective actions when goals are not being met.

 

Required Skills and Preferred Qualifications: 

                                                                

  • Bachelor’s Degree or six years of experience in the area of employment and training programs, employer relations, social work, economic development, or related field.  Combination of education and experience can be substituted for required experience. 
  • Position also requires a valid driver’s license and the ability to travel to surrounding counties to assist with coverage if needed.
  • The ability to establish working relationships with people of diverse backgrounds and abilities is essential.
  • Must be able to interpret internal policies which IDWD policies and VU policies and apply them to participants as well as work with the regional management team to provide information to local employers, schools, social service agencies, community organizations and members of the community as needed.
  • The individual exercises daily, independent, non-routine decision making which demands initiative, management skills, sound judgment, and positive communication skills.
  • Strong computer skills are required to maintain a state case management database. Knowledge of Microsoft Office Suite is preferred. 
  • Maintains positive work atmosphere by behaving and communicating in a manner that fosters good relationships with clients, co-workers and supervisors.

 

Physical Demands: Normal physical demands for successful work in a normal office environment.
