The Transportation Finance Specialist supports the North Dakota Federal-aid Highway Division in enhancing FHWA's stewardship and oversight of the Federal-aid Highway Program by ensuring accountability of Federal funds and achieving organizational excellence in administering and delivering the Program. The selectee serves as a technical resource on a wide range of financial and program-related administrative activities.

As a Transportation Finance Specialist, you will:

  • Participate in the Financial Integrity Review and Evaluation (FIRE) program reviews. Work with the Team Leader and other staff in performing periodic evaluations of recipient’s financial management program, practices, and accounting controls and procedures. Performs reviews, determines if costs are accurate and eligible, and submits recommendations for improvement.
  • Verify project agreement information to ensure compliance with federal requirements and determine eligibility for participation by understanding, interpreting, and applying complex laws, regulations, policies, and procedures. Work directly with Federal-aid recipients to explain policies, regulations, and procedures and their application to project approval.
  • Lead the annual Division Office Risk Assessment process to assist in the identification of unit objectives and work activities to be incorporated in the Division Office Unit Plan. Monitor and report on progress with respect to completion of activities.
  • Serve as procurement official and purchase cardholder for the office ensuring that purchases comply with the Federal Acquisition Regulations (FAR) and agency guidance and serve as Division Office expert on the Federal Travel Regulations and agency travel policy by reviewing authorizations and vouchers for compliance.
  • Assign, in coordination with division leadership, and monitor office tasks and manage all Division Office information systems. This includes the classification, storage, retrieval, and disposal of all correspondence, manuals, reports, publications, databases, personnel records, suspense systems, and other records incident to the business processes of the Division. Serve as the North Dakota Personal Identification Verification (PIV) card trusted agent for all non-FAA USDOT modal employees.

The ideal candidate for this position is a self-motivated person looking to expand their knowledge of generally accepted accounting principles and Federal laws, regulations, Executive Orders, policies, procedures, and guidelines, which relate and/or are applicable to determining Federal-aid project eligibility and compliance, procurement, and travel, and can gather, assimilate, and analyze information, resolve issues, and communicate ideas and concepts verbally and in writing.
