Assistant Division Chief, Industrial Strategies Division

Under the general direction of the Division Chief, to assist in planning, organizing, and directing the activities of the Industrial Strategies Division of the California Air Resources Board; to advise the Division Chief on program and administrative policy matters relating to division responsibilities; and to do other related work.

The Assistant Division Chief assists in the development, implementation, and direction of programs within a division of the California Air Resources Board; coordinates the activities of the division with those of other divisions and the Executive Office; assists in determining division policies and procedures; obtains, monitors, and allocates available budgetary and personnel resources within the division; assists in the prioritization of the division programs and allocates available resources; consults with the Division Chief and members of executive management regarding policy and program development and evaluation; responsible for special projects as directed by the Division Chief, Executive Officer, or the Board Members; acts as Division Chief in the Chief's absence; prepares correspondence and reports.   

Under general direction of the Division Chief, provide overall direction and develop strategies for various aspects of the Air Resources Board's climate change and air quality programs, which may include wholly or parts of California's Cap-and-Trade Program; the implementation of existing and updates to subsequent AB 32 Scoping Plans; AB 32 progress reports and fee program; Short-Lived Climate Pollutants Strategy; Low Carbon Fuel Standard and conventional fuels programs; energy and waste sector programs; oil and gas sector programs; environmental justice-related activities within the Division, including the Environmental Justice Advisory Committee; and other programs, policies, or measures that may be developed in response to direction from the Governor's Office, the Board, the Executive Office, or as otherwise required by statute or other legal authority. Have direct responsibility over several branches within the Division, the exact division of labor and responsibilities to be determined by the Division Chief. Anticipate, formulate, and guide the development of policy, programs, plans, strategies, and regulations to meet ARB objectives.  

Represent ISD and ARB in meetings with other divisions, the Executive Office, Chairman's Office, Cal/EPA, Administration, Legislature, international and national government agencies, air districts and other local agencies, businesses, communities, and advocacy groups.

Assist the Division Chief in planning, prioritizing, and managing Division resources.  Support and advise Division managers and branch chiefs in the resolution of personnel issues.  Oversee Division administration and tracking of contracts and budgets.  Serve as Acting Division Chief in the Division Chief's absence.

Provide testimony, speeches, Board presentations, briefing papers, and other oral or written communications to support the division's programs.  Build and maintain effective working relationships with internal and external stakeholders.

Perform administrative duties including staff evaluation and development, timesheets and other administrative and personnel tasks as necessary.

Working Conditions

 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

  • Position located in a high-rise building.
  • Requires being stationary, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.).
  • Daily use of a personal computer, office equipment, and/or telephone.
  • Statewide, domestic and international travel may be required.
