Job Description
What You’ll Do
Under the general supervision of the administrator and working in collaboration with the Business Unit team, ISD staff, and constituent district personnel, this position shall be responsible for accounting, budgeting and reporting for the Ingham ISD Business Office and for assigned Local Education Agency (LEA) and Public School Academy (PSA) business service districts.
 
Principal Duties and Responsibilities:
  • Completes budget analysis and preparation of budget material including budget development, budget revisions and multi-year projections.
  • Prepares and processes tax certifications for the Ingham Intermediate School District and constituent districts as well as other property tax requirements of the Michigan Departments of Education and Treasury.
  • Completes taxable value reconciliations, reporting, allocation of tax revenue and monitoring of revenue and balance sheet accounts. Assists with constituent district tax levy documents and reconciliation information as requested.
  • Establish account structure and codes to assure consistency with MDE Accounting Manual (Bulletin 1022) and with grantor requirements, if applicable.  Provides codes and budget information for entry into the finance software system.
  • Monitor account activity and communicate with appropriate staff regarding budget variances, account code errors and/or adjustments.
  • Responsible for activities related to the annual financial audits including preparing or reviewing any necessary year end accounting entries, audit work papers and financial statements. Also prepares financial statements and Michigan Department of Education annual reports.
  • Ensures compliance with state aid transparency reporting and best practices, as applicable.
  • Under the general direction of the administrator and working collaboratively with the Business Unit team, this position is responsible for maintaining effective accounting procedures to ensure efficient practices are in place.
  • Ensure processes and systems are in place to comply with ISD and State of Michigan records retention guidelines.
  • Perform on-going review and benchmarking of best practices for processes and technologies and works with the administrator to implement improvements.
  • Keeps abreast of all statutes, administrative rules, and Michigan Department of Education interpretations to ensure compliance and accuracy of records and reports.
Business Services specifically for LEA/PSA:
  • Serves as key contact and coordinates business services provided to LEA/PSA business services contracts. Works with other Business Unit staff in provision of the services and ensures consistent and quality services are provided.
  • Serves as primary contact for assigned LEA/PSA customers, including representation for proceedings such as board meeting, meetings of Finance and other key meetings.
  • Works with LEA/PSA on budget development, including development of assumptions and projections, makes recommendations for budget process and content, calculates and compiles proposed budgets and revised budgets.
  • Responsible for purchasing and fixed asset accounting for LEA/PSA, in conjunction with ISD Business and Purchasing staff.
  • Responsible for the financial components of LEA/PSA grants, including applications, chart of account set up, monitoring grant activity, ensuring compliance with grantor requirements, preparation of requests for grant funding/reimbursements, grant reporting, and coordinating the audits and monitoring of all LEA/PSA grants.
  • Ensures LEA/PSA reports and filings are accurately and timely filed, including such as related to MDE reporting, borrowing, grants and property tax levies.
What You’ll Bring
      Knowledge, Skills, and Abilities
  • Bachelors degree in Accounting or related field required.
  • Minimum of three to five years of progressively more responsible recent and relevant experience in an accounting or finance position. 
  • Certified Public Accountant preferred.
  • Ability to apply critical thinking skills in rendering solutions to various issues.
  • Demonstrated strong analytical skills and experience in working with financial data and complex financial calculations and formulas. Makes decisions based on data gathered, interpreted, and integrated from multiple sources. 
  • Strong attention to detail and high degree of accuracy
  • Advanced skills with technology tools to create complex spreadsheets and databases, enter and manipulate data, generate reports/documents in a user-friendly manner, and research and implement new applications.

Working Conditions
 Normal office environment with no unpleasant, harmful or hazardous working conditions. Travel to local districts and public school academies required.
