Community Investment Manager

Description/Distinguishing Features
The Community Investment Manager position manages financial transactions involving HUD, FFE, grants, contracts, and general funding. Oversees the development and monitoring of budgetary activities for CPED with grants, contracts, and general funding. Monitors and approves expenditures throughout the budgetary fiscal year. This position provides technical assistance and financial monitoring for Federal, State, and local grant programs, primarily CDBG, HOME, HUD, Healthy Homes, and Foundation for Excellence programs.
This position is also responsible for managing the City community development programs which includes working collaboratively with public, private, non-profit and for-profit partners to bring about positive change in the neighborhoods throughout the City.

  • Financial Management experience working with U.S. Department of Housing and Urban Development (HUD) and other government funding budgets.
  • Budget Management experience working with grants and non-profit organizations.
  • Develop and modify policies, procedures, and systems per government regulations and organizational objectives.
  • Manages Federal, State and local revenue programs to improve housing stock and improve neighborhoods. 
  • Coaches, supervises and evaluates a team of staff 
  • Manages HUD programs and associated staff; implements HUD programming and ensures for continued funding and community impact. 
  • Manages neighborhood association grants and relationships; ensures that agreements are written and executed and payments are made. 
  • Provide guidance in interpreting and executing applicable regulations, award terms, and conditions.
  • Manages financial records for Federal, State, and local grant programs.
  • Review personnel expenses within grant awards and ensure proper expenditure in a timely manner.  
  • Work with program managers to create program budgets and budgeting oversight.
  • Creates, with program managers, financial efficiencies, dual controls, and division of duties.
  • Performs other related duties, as assigned.

Essential Qualifications
  • Bachelor’s Degree in Accounting, Finance, Public Administration, or a related field. 
  • Minimum of three (3) years of experience with finance and/or accounting.
  • Minimum of two (2) years of experience with Federal grants and experience preparing financial reports for review.
  • Demonstrates a high level of independent thinking and judgement, attention to detail, and time management. 
  • Understanding of Federal and State grant requirements and generally accepted accounting practices; participates in professional development training and activities which includes attending training provided by the Department of Housing and Urban Development, Michigan Community Development Association and the Michigan Government Finance Officers Association. 
  • Strong, clear communicator and excellent interpersonal skills. 
  • Demonstrated experience with Microsoft Office applications.
  • Understanding of community plans, Imagine Kalamazoo, HUD Consolidated Plan, Analysis to Impediments, and Shared Prosperity Plan.
  • Foundation for Excellence – understanding of what it is and how it interacts with the city budget.
